Summary
The ideal candidate will have experience working in a Physical Security environment assisting in the issuance of badges and credentials and assisting senior security personnel with various tasks related to safeguarding personnel, property, systems and assets.

Duties
What will I do in this position if hired?

This position is located in the NETC Management, Operations and Support Services Division (MOSS), U.S. Fire Administration (USFA), Federal Emergency Management (FEMA), Department of Homeland Security (DHS) in Emmitsburg, Maryland. In this position, you will performs assignments in relation to creating and directing the creation of requests for investigations used to determine the suitability, reliability, integrity, trustworthiness and loyalty of FEMA employees, applicants for employment, Federal contractors and other designated personnel who will work with or have access to sensitive or classified information, resources, and material which could adversely affect national security, the public welfare, or the efficiency of the Federal service.

Typical assignments include:
  • Perform risk analysis to identify, assess and mitigate risks from operational factors and assist in the decision-making process.
  • The employee performs assignments in relation to creating and directing the creation of requests for investigations used to determine the suitability, reliability, integrity, trustworthiness and loyalty of FEMA employees, applicants for employment.
  • Is responsible for personnel security, document security, physical security.
  • Assists in processing and maintaining visit requests for FEMA personnel, other Federal Government personnel, U.S. contractor and foreign personnel to FEMA activities visited.

Requirements
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.

To qualify for this position at the GS-09 level, you must possess one full year of specialized experience equivalent to at least the GS-07 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position.

Specialized experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
  • Performing physical security duties, maintaining key control; inspecting, analyzing, and evaluating security systems; utilizing various security systems and databases; and
  • Communicating with high level officials, customers, internal personnel and external stakeholders on security process and procedures.

Education
Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

OR
Combination of education and experience.
