Summary
In this position you will serve as a Program Analyst in the Risk Methodology Branch, under the Homeland Security Programs Division, within the Office of Grants Administration of the Grant Programs Directorate. The ideal candidate for this position will utilize their detail-oriented critical thinking and analytical capabilities to complete tasks within constrained time frames.

Duties
What will I do in this position if hired?

In this position, you will provide business, and technical support, and guidance to the agency relating to a variety of project management. Typical duties include:
- Researching, analyzing, evaluating, and providing recommendations to internal programs, advising leadership on potential benefits, and developing metrics to measure program performance against objectives while operating as an integral part of a team.
- Developing program evaluation materials, such as data visualizations, presentations, or reports, to convey analysis results or recommendations to senior leadership; additionally, translating analytical findings or technical information into actionable insights to make data-driven decisions by providing trusted, high-impact decision support.
- Providing a wide range of qualitative and/or quantitative methods to develop and manage analytic tools in support of several preparedness grant programs.
- Evaluating and interpreting proposed policies, legislation, or regulations to determine the impact on program operations; managing, coordinating, and routinely engaging stakeholders to ensure their expectations are met.

Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Requirements
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.

To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
  • Conducting internal and/or external data analyses, methodological, or system reviews, studies, projects, and data validation for both quantitative and qualitative studies;
  • Providing technical advice experience in collecting, analyzing, interpreting, and communicating insights from data; and
  • Performing a wide range of complex analytical, mathematical, and statistical research that inform risk assessment requirements.
