Brief Description

Performs professional level human resource functions in a large department with less than 400 employees, including but not limited to the administration, implementation, maintenance and interpretation of programs, policies, and procedures related to recruiting and employment, compensation and benefits, workers compensation and safety, employee relations and staff development, and payroll and time and attendance. Acts as a liaison between central hr and the department by gathering, coordinating, and disseminating information and establishing effective relationships with department staff and central hr. Works under general supervision with limited independent judgment related to hr matters, issues, inquiries, and resolution of same, including policy interpretation.

Detailed Description

Assists department managers/supervisors in all aspects of the hiring and recruiting process, including job posting in iRecruitment; reviewing, interviewing, and selecting applicants; making job offers; ensuring all paperwork associated with on-boarding new hires is complete (i.e. salary analysis, background check, physical, NEO, training, certification and/or licensing requirements, file creation, and other applicable paperwork related to on-boarding a new hire. Coordinates employee benefits and assists employees with online or hard copy benefits enrollment in medical, dental and vision plans, flexible spending accounts, deferred compensation, and other benefits offered by Dallas County (i.e. DART, LA Fitness, etc.). Assists with the resolution of employee benefits issues with central hr.Coordinates the reporting of workers compensation injuries and associated leave, if applicable, including first report of injury, FMLA, LOA, Vacation, Sick, Light Duty, TMLA, Return to Work, Time and Attendance reporting, as well as safety issues and request for ergonomic studies. Assists with the resolution of workers compensation and safety issues with central hr.Assists managers and supervisors with performance management, including review of disciplinary actions resulting from employee termination or record of counseling, conducting exit interviews, and coordinating these actions with central hr to ensure proper application of policies and procedures.May research and evaluate training needs for the department (customer service, supervisor/management training, etc.), and communicates, coordinates, and schedules the training needs of the department with management, central hr, and other resources, if applicable, and conduct or assist in conducting training.Assist managers and supervisors with time and attendance (Kronos) including training staff, setting up and changing employees' work schedules, correcting errors, performing historical edits, and other time and attendance issues.Seeks assistance from central hr in the interpretation of County policy to ensure accuracy of information communicated to department management and staff.Performs related duties as assigned.

Job Requirements

Education and experience equivalent to a Bachelor's Degree from an accredited college or university in a job related field of study. Two (2) years of professional human resources experience in one or more of the following areas: recruitment and selection, classification and compensation, employee relations, risk management, worker's compensation, and/or employee benefits.Requires basic knowledge of employment/benefit laws, policies and procedures. Skilled in the use of standard software applications. Ability to effectively communicate both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Knowledge of principles of human resource management and practices and state and federal laws pertaining to fair employment practices, and equal employment opportunity. Demonstrates a high level of confidentiality.Standard office environment.
