Human Capital Office of Human Resource Operations Talent Acquisition, Deputy for Hiring Operations

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • Implements the merit staffing program by ensuring that all human resource actions comply with the provisions of the applicable merit staffing plan and negotiated agreements, such as the National Treasury Agreement. Provides information and guidance to employees and operating officials on the effective use of the merit promotion and career development programs.
  • Implements the delegated examining program by ensuring that all human resource actions comply with the provision of OPM's Delegated Examining Handbook. Provides information and guidance to employees and operating officials on the effective use of the delegated examining program.
  • Prepares, reviews, and updates vacancy announcements/inputs on USA Jobs or other automated staff acquisition systems in compliance with OPM requirements.
  • Reviews and validates job analysis, crediting plans, and appropriate rating and ranking factors in collaboration with program managers and other program areas such as; Program Execution Office (PEO) and Talent Assessment and Evaluation (TA&E) teams to ensure the most effective and efficient approach to meet customer requirements.
  • Conducts qualifications analyses for all types of positions filled. Analyses are based on an expert knowledge and application of the qualification standards and an understanding and review of selective factor requirements, position descriptions, agency and federal regulations references and precedents, as well as the knowledge, skills, and abilities required by the position. Prepares promotion and placement products, and issues promotion/referral certificates. Reviews and audits all certificates.
If this position has promotion potential and you are selected at a grade level lower than the full working level, you may be non-competitively promoted to more complex duties and work more independently, as your career progresses. For example, you may be hired as a GS-05, but if the position has promotion potential to GS-11, then you can move from a GS-05 to a GS-11 in as little as three years. Promotions are not automatic, and may occur after you have:
  • met time-in-grade requirements;
  • performed at an acceptable level of competence; and
  • demonstrated your ability to perform work at the next higher grade level.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

SPECIALIZED EXPERIENCE: GS-05 LEVEL: To be minimally qualified for this position at the grade 5 level, you must have three (3) years of general experience, one (1) year of general experience at a level of difficulty and responsibility equivalent to the grade 4 level in the Federal service. General experience for this position includes: Analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; experience planning and organizing work; and communicating effectively orally and in writing. OR You may substitute education for specialized experience as follows: A four (4) year course of study leading to a bachelor's degree at an accredited college or university in any field of study.

SPECIALIZED EXPERIENCE: GS-07 LEVEL: To be minimally qualified for this position at the grade 7 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 level in the Federal service. Specialized experience for this position includes: Experience with entry-level human resources assignments that include analyzing problems to identify significant factors, researching and gathering pertinent data, and recognizing solutions; experience planning and organizing work, and communicating factual and procedural HR information clearly, verbally, and in writing. OR You may substitute education for specialized experience as follows: One (1) full year of graduate level education in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR Superior Academic Achievement may be met by having a bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

SPECIALIZED EXPERIENCE: GS-09 LEVEL: To be minimally qualified for this position at the grade 9 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS- 7 level in the Federal service. Specialized experience for this position includes: Performing highly structured work designed to develop broader and more in-depth assignments used within HR functions; communicating factual and procedural HR information clearly both orally and in writing; researching, gathering, and analyzing facts and drawing conclusions regarding HR processes. SPECIALIZED EXPERIENCE: GS-12 LEVEL: To be minimally qualified for this position at the grade 12 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Specialized experience for this position includes: Experience applying a wide range of staffing and placement concepts, principles, practices, laws, and regulations with an understanding of the interrelationships of personnel management functions for a large organizational structure (e.g., IRS) sufficient to provide management advisory services and authoritative policy interpretations on Service-wide program issues. Experience conducting comprehensive studies and projects to assess and improve staffing and placement program effectiveness; oral and written communication skills to meet and deal tactfully and persuasively with others to resolve issues which are sensitive in nature, maintaining harmonious relationships with all parties to present findings and deliver briefings, persuading/motivating management to accept recommendations, and/or negotiating solutions to disputed recommendations. Experience identifying HR needs; conducting a variety of analyses and using the results to make recommendations and support actions; advising management officials on HR sources and strategies while adhering to Federal personnel regulations, agency policies and directives, and contractual provisions governing the HR functions/processes. Experience assisting, developing, leading, training, and mentoring other HR personnel during developmental phase; independently performing highly structured work involving a variety of conventional issues that require analysis and evaluation; addressing complex problems while ensuring compliance with established regulations, policies, and procedures; communicating factual and procedural HR information clearly both orally and in writing; researching, gathering, and analyzing facts and drawing conclusions regarding HR processes.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
