Duties
What will I do in this position if hired?
In this position, you will be serving as a Facility Manager responsible for all facility programs; accounting for and maintaining property; developing plans, programs, and budgetary requirements for the operation and maintenance of facilities; and ensuring maintenance, alterations, and repairs of the facilities. Typical assignments include:
- Maintaining alternate work location facilities, submitting work orders, maintaining area security, providing escort when required, and developing facility operations and procedures.
- Managing one or more key functions that include: acquisition, maintenance, and disposal phases for alternate work facilities in support of mitigation, response, and recovery to national disaster incidents.
- Ensuring compliance with Communications Security (COMSEC) regulations and serving as COMSEC Custodian responsible for executing evaluative, analytical, and administrative work related to communications security.

Requirements
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.
To qualify for this position at the GS-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
- Monitoring construction and maintenance operations performed by contractors, and
- Reviewing project plans and specification for workability, and
- Examining inventory levels for mission readiness and assisting in resolving facility planning issues.
To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:- Overseeing construction and maintenance operations performed by contractors, including reviewing project plans and specification for workability, and
- Analyzing, evaluating, and resolving inventory levels issues for mission readiness; generating solutions to facility planning issues, and
- Developing and executing facilities and logistics support (e.g. - developing preventive maintenance programs).
In addition to the minimum qualifications described above, you must meet the following individual occupational requirement(s) to be considered qualified for the position.
Education
Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.
Or
Experience that provided a knowledge of the practices and procedures related to property management, maintenance, materials requirements, and building operation and repair. This experience may have been gained in work such as budget or report preparation, maintenance of property and financial records, or trades or crafts work requiring technical knowledge or judgment.
- Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
- Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
- Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
