Summary
In this position, you will serve as the Community Planner for Regional Offices, Region Nine, Mitigation Division, Planning & Implementation Branch. The ideal candidate will have knowledge of working with Tribal Governments in the development or review of Tribal Hazard Mitigation Plans and providing technical assistance to tribal governments related to the compliance of Hazard Mitigation Plans against regulatory and program guidance.

Duties
What will I do in this position if hired?

In this Community Planner position, you will serve as a Community Planner in the Mitigation Division, Region Nine, supporting Tribal Governments as they are developing and implementing tribal hazard mitigation plans.

Typical assignments include:
  • Assisting with the review of Tribal Hazard Mitigation Plans against established criteria to assure conformance with hazard mitigation planning requirements of the Stafford Act.
  • Assisting higher graded staff with providing training and technical support to Tribal Governments in the development of Tribal Hazard Mitigation Plans.
  • Monitoring the progress of Hazard Mitigation Plan development and plan review.
  • Generating reports for management regarding the status of Hazard Mitigation Plan adoptions, expirations, population coverage and other similar data.
  • Performing a variety of routine tasks to develop experience and knowledge of the planning processes through providing support to higher graded staff.

All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Appointments to CORE positions are typically between two years and four years in duration and may be renewed based upon workload needs and funding availability. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

Basic Requirements:
  • Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

    Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

  • Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.


  • In addition to the basic requirements listed above, you must meet the following specialized experience requirements to be considered for the position:

    To qualify for this Community Planner position at the IC-07 level, you must possess one full year of specialized experience equivalent to at least the IC-05 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
  • Supporting senior staff with internal and external stakeholder engagement;
  • Preparing and delivering well-organized, oral/written reports; and
  • Supporting a multi-disciplinary team on the execution of a community planning/mitigation project or emergency management project.

    1 year of graduate-level education or superior academic achievement

    OR

    Combination of education and experience.
