STATEMENT OF DUTIES:

The Financial Analyst position, reporting directly to the Supervisory Financial Analyst (SFA), is one of four professional Financial Analysts (FA) located in the Regional Mission USAID/Ukraine Office of Financial Management (OFM), who is a member of the FA team responsible for the performance of financial reviews, pre-award assessments of all USAID assistance to Ukraine, Belarus, and Moldova; and for ensuring that the full range of financial analysis support is provided to assigned technical portfolio.

This Financial Analyst position provides a full range of financial management services to his/her assigned program portfolio including project design and planning, budgeting, evaluation, and coordinating its financial analysis. The Regional Mission USAID/Ukraine activities have an average per person Operational Year Budget (OYB) of over 65 million and a pipeline value of over 60 million. The incumbent is the primary FM representative and backstop on the Development Objective (DO) teams and provides financial expertise and advice for all activities in the assigned portfolio. S/he is also responsible for assisting in building financial, administrative, and managerial capacity of implementing partners and local NGOs through the performance of assessments, reviews, and delivery of training.

MAJOR DUTIES AND RESPONSIBILITIES:

Regional Mission Support 60%

The incumbent
  • Performs all financial reviews, assessments, informal desk audits and pre-award surveys of USAID/Ukraine, Belarus, and USAID/Moldova's Implementers' financial, accounting, internal control and contracting capabilities to determine their ability to adequately safeguard U.S. funds and interests.
  • Prepares draft reports to document findings from pre-award surveys and financial reviews and exercises professional judgment in developing recommendations to assist local partners strengthen their financial management capacity. Monitors actions taken to implement the applicable recommendations.
  • Conducts formal and informal training for local partners to increase their understanding of USAID rules and regulations, financial reporting requirements and internal control procedures.
  • Consults with Implementers and other partners to develop or strengthen financial, operational and personnel policies.
  • Assists with the design and implementation of procedures to strengthen the financial management capacity of local partner organizations.
  • For assigned portfolio participates in project design and planning, coordinate financial analysis, review for funding project documents in financial management applications, ensure consistency with the project design, and sufficiency of funds.
  • For assigned portfolio (a) reviews and enters the quarterly accrual data into Phoenix, (b) prepares and presents QFRs reports; (c) participates in annual project performance reviews.

Audit Management and Resolution 20%

The incumbent
  • For assigned portfolio (1) reviews scopes of work for Mission and Recipient-contracted Audits.; (2) attends audit entrance and exit conferences, develops an audit recommendation follow-up system for the Mission to ensure that every effort is made in a timely manner to reach a management decision on corrective actions on audit recommendations, and that is mutually acceptable to the Mission and the RIG/Frankfurt.
  • In coordination with the Mission's Audit Management Officer and the Supervisory Financial Analyst, develops the Mission's inventory and annual audit plan and the local recipients contracted audit programs. Updates the Regional Mission's audit tracking matrix.
  • Maintains comprehensive and complete files for audit / pre-award /financial reviews for all Mission related activities.
  • Assists in the preparation of the annual End-Use Audit Plan for end of project activities to ensure that the endues audit process complies with Generally Accepted Auditing Standards (GAAS) and USAID regulations.
  • Assists in the review of audit reports received from across Mission Offices and in the process of formulating recommended corrective actions based on audit findings and recommendations.

Federal Managers' Financial Integrity Act 20%

The incumbent
  • Under the direction of the SFA, coordinates the annual Federal Managers' Financial Integrity Act (FMFIA) review for the Regional Mission including:
  • Sets up the milestones for the annual FMFIA review.
  • Follows up on the Mission's outstanding FMFIA weaknesses from the preceding year.
  • Consolidates all internal control questionnaires from the Regional Mission's Office Directors.
  • Documents all relevant findings for the Management Council on Risk and Internal Control (MCRIC) meetings;
  • Documents all pertinent aspects of MCRIC deliberations.
  • On a continual basis, works with the Financial Analyst team to evaluate all internal controls for the Regional Mission for Ukraine, Belarus and reviews all significant changes in systems and procedures. Based on such evaluations, consolidates recommendations as deemed appropriate which would improve internal controls and assists in the implementation of any recommendations resulting from such evaluation.
  • For assigned portfolio coordinate the annual FMFIA, follow-up and close the outstanding FMFIA weaknesses from the preceding year, perform special financial reviews in lieu of annual audits of organizations whose expenditures are less than the audit threshold as determined by the Inspector General.

The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

Supervisory Relationship:Reports directly to the Supervisory Financial Analyst.

PHYSICAL DEMANDS: The work requested does not involve undue physical demand.

QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE:

Education: Possession of a bachelor's degree (or international equivalent) in accounting, finance, business administration, economics, or a related field is required.

Work Experience: A minimum of five years of progressively responsible experience in professional accounting, financial management, and/or auditing is required.

Language Proficiency: The Job Holder must have fluent oral and written English and Ukrainian skills (Level 4 proficiency is required in both languages).

EVALUATION AND SELECTION FACTORS:

The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The Contracting Officer reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the Contracting Officer determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The technical evaluation committee may conduct reference checks, including references from individuals who have not been specifically identified by the offeror, and may do so before or after a candidate is interviewed.

Selection Process and Basis of Evaluation: Offerors who meet the minimum education and work experience qualification requirements will be further evaluated through review of the offeror's submitted required documents (see points below) and ranked based on the evaluation and selection factors. A competitive range may be established of the highest-ranked offerors, who may be further evaluated through technical/language tests, interviews, and reference checks to determine the most qualified/highest-ranked offeror. Reference checks may be conducted with individuals not provided by the offeror, and without prior notification to the offeror. Any offeror not receiving satisfactory reference checks will no longer be considered for the position. Negotiations may be conducted with the most qualified/ highest-ranked offeror at the conclusion of evaluations.

60 points - Knowledge: A thorough knowledge and understanding of professional accounting principles, theories, and terminology as well as the principles and accepted practices of governmental and business financial accounting, budgeting, and reporting. Be completely familiar with financial analysis techniques and have a thorough knowledge of how AID projects are designed, developed, implemented, and evaluated. Be conversant with the Agency's policies and procedures contained in the ADS, Federal Appropriation Law, and other Congressional statutes. Possess a detailed and broad knowledge of the political, legal and sector situation to identify optimal approaches to evaluations of partner organizations and related recommendations consistent with USG or other International Organizations requirements for financial management of awards.

40 points - Skills and Abilities: Must have excellent analytical ability and decision-making skills to analyze data and assess its reliability and value, detect the financial strengths and weaknesses of programs, and to make considerable judgments regarding the institutional capabilities and the adequacy of accounting systems and internal controls and recommend improvements. Must be able to gather, organize, analyze, and present detailed financial and related information in a concise and professional manner, both orally and in writing. Must be skilled in the use of computer based analytical programs and USG/USAID or other International Organizations data management systems. The incumbent must have strong oral and written communication skills and the ability to maintain effective working relationships with all levels of USAID staff and implementing partners and support organizations.

BENEFITS/ALLOWANCES:

As a matter of policy, and as appropriate, a CCN PSC is normally authorized the following benefits and allowances in accordance to the Mission Policy:

BENEFITS
  • Health and Life Insurance coverage: Provided under the Compensation Plan.
  • Defined Contribution Plan: Upon separation, a lump sum benefit equal to 12% of the basic salary earned for the duration worked under the appointment.

ALLOWANCES (as applicable)
  • Meal Allowances: The annual amount is $853 for employees working on a full-time basis.
  • Family Allowances: The mission provides a child allowance. Grants amounts are subject to change as determined by the Ukrainian State Budget Law.
  • Unique Conditions of Work Allowances/ Benefits: 10% of Basic Rate Additional information may be provided to the selected offeror at the time of the salary offer.

TAXES:

Taxes apply and are deductible as per the Ukrainian government regulations.
