Description The Prince George's County Department of Parks and Recreation is an outstanding six-time National Gold Medal Award winner for excellence in park and recreation management! This award is given by the National Recreation and Parks Association, the professional accreditation organization of recreation management. The Department of Parks and Recreation, Prince George's County seeks an Administrative Specialist III to work as a Youth Specialist. This person will perform professional comprehensive work with moderate responsibility, complexity, related to youth development, programming and services. The person we seek must have a passion for working with children and youth and deliver meaningful and impactful programming to the community. Should have the ability to establish trust and cultivate meaningful and collaborative relationships with children, youth, young adults, families and coworkers. This is the ideal position for a team player who is positive, energetic and motivated by caring for and working with children of all ages. An ideal candidate for this position, must have a genuine interest in working with children and youth and have previous experience with youth program implementation including; caring for children in a formal setting, day camps, youth development, recreation programming, coaching or instructing youth. Enjoys balancing multiple priorities and takes initiate to get things done and solve problem creatively, have well developed detail orientation, administration and computer skills and is able to tackle everyday paperwork, reporting and evaluations that help ensure ongoing program success. Employees in this class are responsible for the assisting with youth development programming countywide. Planning and coordinating with other divisions and upper management for recreation programs, cultural and environmental programs, and park events is a significant aspect of the work. Incumbents will work closely with subordinate career staff to monitor and evaluate day-to-day operations and personnel as well as represent the department in meetings with other agencies and citizens. Position includes recruiting, hiring, supervision, evaluation and scheduling of intermittent (seasonal) staff and volunteers. Assist with training and onboarding of staff. Also requires a moderate degree of expertise in the areas of recreation, program quality assessment, and youth development. Performs other related duties as assigned. Examples of Important Duties • Coordinates year-round services on a full range of youth development programs an events. • Manages, plans, coordinates, implements, and evaluates recreation programs and events (Teen Cotillion, G.E.A.R. - Girls Excited About Recreation, Teen Fest, etc.) • Plans, coordinates, implements, and evaluates strategies and supports for youth and young adults. • Supervises full-time (career), intermittent, volunteer and contracted employees. Plans, schedules and assigns work. Recruits, interviews, selects and trains staff and volunteers. Evaluates work and counsels staff. Initiates personnel procedures for hiring. Appreciates, motivates, evaluates, and counsels employees on performance. • Works closely with the Youth Services Coordinator on program/service progress and cross training development. Acquires input from staff on training needs. Leads and conducts department wide training or organizational development efforts. Develops and leads general training programs or leadership development programs. Solicits facilitators, negotiates contracts, promotes departmental and Commission-wide training efforts. • Position travels to program locations for regular visits to review programs, meet with Youth Services staff and general recreation staff, and provide direction/feedback/training as needed, etc. • Publicizes programs and services. Implements marketing strategies through writing articles, newsletters, and sharing program fliers with potential participants and families. Develops and maintains mailing lists of individuals and community services. Leads aspects of outreach and community engagement for Youth Services. • Assists in preparing program budget estimates. Prepares requests for programs in area of responsibility and submits for approval. Submits purchase requests and checks requests. Monitors expenditures within approved budget. Reviews and approves intermittent staff timecards. • Manages records and reports. Prepares and maintains records of program participants, attendance, supplies, equipment, and timecards. Writes periodic administrative reports. Assists with preparing for and conducting Parent Conferences as needed. • Coordinates internally. Acts as a liaison and/or resource to other personnel within the Department on a regular basis. Reviews Commission policies and procedures and serves on committees to ensure that Commission facilities and programs provide consistent service delivery, equal access, and enjoyment to individuals with disabilities. • Coordinates externally. Includes service coordination with collaborating agencies/facilities. Refers participants to outside services. Meets with citizens, community groups, schools, and other governmental agencies to identify needs, coordinates delivery of services and answers questions about recreation programs. Assists with investigation of complaints. • Performs special project work in the community on behalf of supervisor. Conducts research, attends specialized training, and exchanges information with other facilities and surrounding community groups to identify new programs, trends, methods, and equipment which might be beneficial for services. • Skill in communication to understand verbal and written information and to express such information so that others will understand and, in some situations, agree, comply or take other desired action(s). This includes skills in actively listening to determine key information, including perspectives, concerns, wants and needs of others, to obtain desired results including agreement or compliance. • Interpersonal skills to interact with business contacts in a businesslike, customer service-oriented manner; this includes skill in establishing and maintaining effective working relationships and working as a member or a leader of a team. Minimum Qualifications 1. Bachelor's Degree in Human Resource Management, Finance, Business or any related field. 2. Four (4) years of progressively responsible experience in Human Resource Management, finance or any related field. 3. An equivalent combination of education and experience may be substituted, which together total 8 years. Supplemental Information Ability to use Computer/ Knowledge of various software: excel, PowerPoint, word, Virtual platforms, etc. Knowledge of leadership, ability to budget, create financial plans, track funding, knowledge of youth development, knowledge of a Program Quality Assessment Tool, knowledge of program planning, implementation and evolution, ability to provide and facilitate meetings, ability to lead and develop presentations, ability to lead large department committees, problem solving skills and professionalism. WORKING CONDITIONS: Employee works in an office setting as well as in community-based (indoor/outdoor) settings located within Prince George's County.
