The Maryland-National Capital Park and Planning Commission (M-NCPPC} is a nationally recognized and award-winning agency providing land use planning; stewardship of natural, cultural, and historic resources; and delivery of recreation programs to the communities it serves. The Department of Parks & Recreation, Aquatics and Athletic Facilities Division (AAFD) is currently seeking an Aquatics Manager for the Prince George's Sports & Learning Complex in Landover, Maryland. This position also oversees seasonal preparation and management of the J. Franklyn Bourne Swimming Pool. Our ideal candidate will have professional aquatics certifications, facility supervision and management experience. The successful candidate must have a positive attitude, be motivated, enthusiastic, willing to learn, and be able to work as a member of a team. The Aquatics venue is one of the busiest venues throughout the year and offers a variety of rental opportunities, classes, and programs to a multi-generational user group. The selected individual will handle a range of duties from budget management, purchasing equipment, venue maintenance and inventory, patron inquiries, programming, and staff management.

The individual in this role is responsible for providing daily interaction and exceptional customer service to a variety of patrons and guests. The position's work assignments often include special projects requiring a comprehensive knowledge and application of aquatics industry and American Red Cross best practices to plan and implement innovative and successful revenue generating programs critical to the continued growth of the aquatics venue. The hiring range for this position will be $61,730- midpoint of the advertised salary range and will be based on the candidate's qualifications and experience.

Examples of Important Duties
• Develop a training and recruitment plan to staff the facility.
• Develop programming to meet community needs.
• Work with the marketing department, and other facility stakeholders, to properly

advertise the new programs and services.
• Manage the operation, maintenance, security and repair of the assigned facilities and equipment.
• Prepare and operate seasonal outdoor pool.
• Recruit, supervise, evaluate, and train staff. Plan, schedule, and assign work of staff.
• Evaluate operational policies and initiate changes for improvement.
• Coordinate in-service training and safety auditing program for assigned facilities.
• Coordinate lifeguarding/CPR/pool operator/instructor certifications and classes.
• Manage summer camps, swim lessons, fitness, recreational, certification programs and special events for assigned facilities.
• Process bills/invoices.
• Communicate with various cross-functional teams within the department and in other divisions to properly administer various programs and procedures.
• Oversee facility rental and all public relations and marketing for facility programs.
• Manage and coordinate operating budget for assigned facility.
• Monitor revenue producing programs and activities.
• Control expenditures in accordance with approved budget.
• Prepare and maintain a variety of administrative records of the facility such as revenue and expenses, inventory of supplies and equipment, timecards, rentals, facility maintenance, attendance, and staff certifications.
• Provide guidance to subordinate staff on employee-related matters (i.e. disciplinary,

training, recruitment, and selection, etc.)
• Research and evaluate internal and external programming, utilizing this information to develop new initiatives or to restructure current programs.
• Investigate and resolve complex issues and questions.
• Actively attend and participate in various job specific committees.
• Must be willing to work evenings. weekends, and holidays as needed.
• Participate and perform Manager on Duty (MOD) responsibilities monthly.
• Performs other related duties as assigned.

Minimum Qualifications

  • Bachelor's Degree in Parks and Recreation, Facility Management, Recreation Management, Education, Business Administration, Physical Education, Communication, Leisure Services, or any related field.
  • Two (2) years of responsible professional experience working in a facility related to parks, recreation, leisure services, or area of required specialty (e.g., arts, performing arts, equestrian, tennis, aquatics, gymnastics, ice rinks); including one (1) year as a facility manager, program coordinator or supervisor.
  • An equivalent combination of education and experience may be substituted, which together total six (6) years.
  • Valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required of the position.
  • Contingent upon area of assignment, some positions in this class may require valid: (a) operating license (e.g., county pool operator, childcare license) as appropriate; (b) First Aid, CPR, automated external defibrillator (AED) certifications; or (c) certifications as related to assignment (e.g., Lifeguard Instruction, Fundamentals of Gymnastics).
  • Pass Commission medical exam.

    • Bachelor's Degree
    • Three or more years of aquatic facility and program management experience
    • Experience coordinating American Red Cross training programs
    • Pool Operator's Certification/License
    • American Red Cross Instructor Certifications
    • Aquatic Fitness and Swim Lesson Program Coordination Experience

    Supplemental Information:
    • Must be able to lift at least 25 pounds.
    • Considerable knowledge of pool circulation, filtration, sanitation, and chemistry; State and County's safety and health regulations for aquatic facilities; supervision;

    Lifeguard/CPR/AED/First Aid; principals of management.
    • Skills in operation of poof pump room equipment and ability to do minor pool repairs.
    • Ability to solve complex problems involving many variables; read and interpret technical report; prepare correspondence, communicate effectively with the public and staff;

    organize work efficiently; provide courteous customer service; make sound decisions

    and handle several tasks simultaneously; and act swiftly and affectively in an

    emergency.

    Eligibility
    You have 45 days from your hire date to elect your benefits. Your coverage begins on the first of the month following receipt of your enrollment forms and required documentation.
