The Prince George's County Department of Parks and Recreation Southern Region Parks Division seeks an experienced Athletic Field Managerto manage the athletic field renovation and maintenance program for Prince George's County Public School athletic fields working in the Watkins Regional Park Maintenance Facility in Upper Marlboro, Maryland. This position manages a work program with responsibilities to include athletic field natural grass and artificial turf maintenance and renovation contracts and serve as the primary contact for high school, middle school, and elementary school Athletic Directors and Administration. Performs other related duties as assigned. This position will have a work schedule of Monday-Friday from 6:00am - 2:45pm.

Examples of Important Duties

Contract Administration
  • Develop scope of work and specifications for athletic field maintenance and renovation projects for procurement and purchasing materials and services by applying contracting/procurement policies, procedures, and guidelines to manage a complex Division-wide program.
  • Oversee the inspection and enforcement of specifications in contracts for successful completion.
  • Review and approve invoices in relation to weekly reports for completion of athletic field maintenance operations and capital improvement projects.
  • Solicits vendor quotes, approves quotes, monitors work performance and quality control, and approves invoices.
  • Controls expenditures within the constraints of approved funds. Initiates bid procedures, procures cost quotations and estimates, initiates and reviews purchase requisitions and check requests.
  • Maintains operating and capital improvement budgets and produces projections for future athletic field work.
  • Coordinates with Central Purchasing to manage purchases and monitors the solicitation and administration of contracts on behalf of the department.
  • Leads drafting of scope of work and evaluation criteria and budgeting for contracts. Ensures internal coordination of review of the solicitation process. Ensures response to inquiries from bidders. Understands and explains the full range of Commission procurement policies and procedures.
  • Conducts, or jointly conducts with central purchasing, pre-bid and pre-proposal conferences. Participates in evaluation committee meetings and prepares recommendations of vendor for award of contract. May enter negotiations with the contractor as a member of a Commission negotiating team, in consultation with Central Purchasing. Administers contracts. Analyzes and monitors contractor performance, interprets and applies contract language in consultation with Central Purchasing, reviews and recommends change order requests and non-routine charges, reviews invoices and, as authorized, approves progress and final payments. Works with program managers to ensure implementation of corrective actions. May negotiate resolution of contractor performance matters, in consultation with Central Purchasing. Works with Division and Agency Leadership on contracts and, as needed, Central Purchasing and Legal in the contracting lifecycle.
Athletic Field Renovation/Maintenance:
  • Develops and monitors athletic field maintenance activities on both natural grass and artificial turf to provide exceptional recreation opportunities to our community through mowing, aeration, seeding, nutrient management, skinned infield routines, grading, sport specific goal inspections and player protection areas.
  • Obtains soil samples and interprets data for soil science based nutrient management development for plant health for both maintenance and renovation/construction projects.
  • Defines goals and objectives for PGCPS Athletic Field Maintenance Program and facilities within Prince George's County. Sets program standards. Plans, research, and evaluates programs. Develops, recommends, and implements policies and procedures.
  • Manages and coordinates athletic field maintenance programs on multiple athletic field types such as soccer, baseball, softball, cricket, field hockey, and lacrosse for both youth and adult recreation. This position also plays a significant role in community relations, intergovernmental relations, environmental protection, etc. Allocates resources to accomplish program standards. Coordinates programs and projects within Prince George's County and externally as required with other Commission divisions, government agencies, etc. to accomplish goals and objectives towards improving recreational experiences.
  • May supervise PGCPS Athletic Field Inspectors for routine contract specification enforcement to include aeration, seeding, nutrient management, turf establishment, infield maintenance, drainage, skinned surface lip removal, and infrastructure inspection such as sport goals, fencing, and player areas.
  • Works on a diverse array of departmental projects and applies a wide variety of data collection, analytical and quantitative methods and techniques. Determines appropriate study methods and project steps, reviews technical literature. Evaluates current and proposed procedures, systems and other variables to assess team, function or program efficiency and effectiveness and to identify ways to improve resourcing, inputs, outputs and customer satisfaction.
Communication:
  • Serves on departmental and interagency committees for the purpose of coordinating and developing programs, resolving problems of mutual interest, or exchanging information. Works with community groups, park and recreation councils, and citizens to resolve problems and promote park operations goals. Investigates complaints involving highly sensitive issues and problems. Acts as a liaison between league coordinators/coaches and management.
  • Ensures coordination with internal and external stakeholders and assists with providing programmatic compliance for successful athletic field communication between multiple agencies such as Prince Goerge's County Parks and Recreation, Prince George's County Public Schools, and community recreational organizations.
  • On a regular reoccurring basis, the work has a direct impact on administrative management programs or systems department-wide including high profile or high stakes matters.
Project Management:
  • Plans, implements, and monitors special athletic field programs and projects on Prince George's County athletic fields. Makes recommendations for changes in maintenance practices for maintenance contract success to correct deficiencies. Assists with the coordination of field closures due to inclement weather or renovations with permitting office.
  • Provides input and makes recommendations concerning major renovation or park development projects, park master plans, CIP projects, etc. as requested. Works with other commission divisions to ensure that plans and specifications meet commission goals and objectives.
  • Quality Assurance (QA)/Quality Control (QC)Review - Review projects to ensure design intent, constraints, and requirements are well-defined. Review design computations, geotechnical reports, structural analysis, construction details, cost estimates, and such. Develop Contract Documents (General/Special Conditions, Bid Forms, Specifications, and the like)
Budget:
  • Manages and coordinates operating and capital improvement budgets for athletic field contracts for both maintenance and renovations. Prepares annual budget request for the program. Controls expenditures within approved budget.
  • Supervises the documentation and prepares records, reports, and other correspondence relating to athletic field conditions and required maintenance. Reviews and approves records of revenues and expenditures, inventories of supplies and equipment, accident/injuries, memoranda, activity reports, brochures, etc. Prepares complex administrative, financial, and operational reports (e.g., memoranda, activity reports, marketing brochures, etc.).
  • Contract management to include specification development, contract quality controls, procurement and invoice payment approvals, and budget documentation.
  • Designs and implements administrative procedures to monitor and control major programmatic or functional expenditures including expenditure patterns.
  • Estimates and tracks revenues and expenditures by comparing actuals to budget.
Personnel Management:
  • Plans, schedules, and assigns duties to a diverse team to accomplish organizational goals for athletic field performance and inspection for safety and playability.
  • Conducts performance management reviews and counsels' coaches/staff for improvement. Develops and approves performance improvement plans for employees.
  • Develops position descriptions for new agency initiative positions, advertises, recruits, and selects candidates, schedules interviews, and completes hiring processes per agency policies and procedures.
  • Initiates disciplinary and recognition actions for staff.
  • Approves timecards and leave requests.
  • Conducts, or ensures, training of staff in the development of documentation and compliance standards.
Preferred Qualifications:
  • Extensive knowledge of turfgrass in relation to athletic fields or golf courses with high expectations for safety and playability. This would include progressive IPM strategies, water management, data collection for player safety and athletic field measurements, and soil science.
  • Knowledge and experience with artificial turf maintenance, safety testing processes and industry standards for player safety.
  • Advanced computer software knowledge in Microsoft Office Suite.
  • Excellent Communication skills to include written, oral, presentations with internal and external stakeholders.

Minimum Qualifications

1. Bachelor's degree in park management/administration, outdoor recreation, natural sciences, or related field, and two years of progressively responsible experience which includes park operations program planning and development and supervision of staff; or

2. An equivalent combination of education and experience.

3. Valid driver's license.

4. Additionally, contingent upon area of assignment, some positions in this class may require:

a. Commercial Driver's License with appropriate endorsements upon appointment, or the ability to acquire one within six months.
b. Maryland Department of Agriculture Pesticide Applicator's certification in the categories appropriate to the work assignment.
c. Certification by the National Playground Safety Institute.
