Duties This position serves as a Section Chief responsible for managing, directing, and guiding the engineering support functions for various classes of cutters and their installed systems and equipment. This work will involve efforts across all related engineering disciplines, i.e., naval architecture, marine mechanical engineering for auxiliary and main propulsion machinery systems, marine electrical engineering for electrical power, controls and interior communications systems, environmental engineering functions and material science matters. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: -Providing leadership and supervisory oversight to a group of approximately seven professional engineers, performing work predominately at the GS-12 level, and multiple contractors. -Participating with the Branch Chief in planning, directing and budgeting all phases of branch operations and coordinating with counterparts in other branches and units. -Performing complex professional engineering work in diverse areas such as mechanical engineering, electrical engineering, naval architecture and marine engineering. -Developing and reviews engineering designs and specifications for the alteration, repair, installation, redesign, or maintenance of complex systems and machinery on Coast Guard vessels. -Conducting analysis and applies findings from reviews of literature published within the agency, other agencies, private industry and research institutions in the development of program guidance, mission guidance, or directives -Coordinating and integrating the planning, programing, development, oversight, scheduling, and overall management of resources for multi-phase projects in areas such as ship repair and knowledge management. All qualification requirements must be met by the closing date of the announcement. Qualifications Basic Requirements: Degree: professional engineering. To be acceptable , the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of project management and (2) a good understanding, both theoretical and practical, of the engineering processes and techniques and their applications to one of the branches of engineering. In addition to basic requirement above: Applicants must have at least one year of specialized leadership experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position and is typically in or related to this line work. Specialized experience includes: Applying extensive, in-depth knowledge of engineering principles, practices and concepts; technical and administrative responsibilities that include engineering management, program planning, budgeting, and management of personnel and financial resources; performing personnel supervisory and management duties in engineering; managing and executing budgets; and evaluating designs and confirm compliance with nationally accepted building codes in accordance with appropriate guidance and be able to evaluate and manage the work of other designers to achieve design objectives.
