Description

Duties

As an Administrative Officer, this position provides leadership, direction and oversight to staff members responsible for purchasing, collections, mailroom, records management, data requests and building management duties. This positions also requires management of budget, staffing/recruitment and the unit’s internal technical services; establishment and enforcement of data controls, and development of system requirements and troubleshooting strategies.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.  Typical work assignments include:
  • Coordinating financial outputs from financial management systems that directly impact fund distribution and positions that are reimbursable and non-reimbursable funded.
  • Providing advice to NVDC officials on accounting budget and financial regulations pertinent to collections of Vessel Documentation.
  • Ensuring timely and accurate responses to all legal and data inquiries.
  • Compiling and managing recruitment packages.
  • Providing oversight for the unit's phone, building security and internal IT systems.

  • A one-year probationary period may be required.
  • This position requires a National Agency Check with Inquiries (NACI).


All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

To qualify for the GS-13 level, applicants must have one year of specialized experience equivalent to at least the GS-12 level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  

Specialized experience includes:
  • Experience leading and/or supervising a team of administrative professionals, IT professionals, and collection clerks;
  • Experience preparing annual budget projections;
  • Experience preparing timely reports on budget, property, procurement programs, and manpower analysis;
  • Experience preparing recruitment actions for vacant billets; and
  • Experience managing civilian awards, overtime pay, and evaluations processes.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
