Description

Duties

The position is located in the Health, Safety, and Work-Life Service Center (HSWL SC) in Norfolk, VA. The selectee will be responsible for assisting the Budget Officer in the day-to-day administration of budget formulation, execution and distribution, equipment procurement and recapitalization, health care staffing and facility construction initiatives, federal mandated program impact studies and audits.
  • Assisting with monitoring obligations and outlays for the Coast Guards medical field accounts to ensure that funds are properly allocated and are being obligated and spend in support of management objectives.
  • Serving as a Program Element Manager in a variety of financial reporting activities to include Open Obligation Validation Activities (OOVA) and Pipeline Certification Tool (PCT) activities.
  • Researching and resolving errors related to orders/deliveries/billing. Tracks orders through completion and posts receipts to Department of Defense (DoD) Electronic Mall (EMALL) to ensure prompt payments.
  • Coordinating with, and support of, the HSWL SC Budget Officer assists with performing reviews for compliance with internal control principles and compiling reports.
  • Developing statistical and trend reports or related correspondence to tract productivity, financial transfers between accounts, and project future program funding requirements.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

For the GS-9:  Applicant must have a minimum of 1 year of specialized experience equivalent to at least the GS-7 grade level. Specialized experience includes: monitoring obligations, developing, gathering and analyzing financial data, reconcilation and oversight of accounts, review medical and/or surgical orders using vendor contracts and web-based programs, research and resolve errors related to orders, deliveries and billing, track orders, monitor corrective action plans, prepare accounting data for briefings and reports, develop statistical and trend reports.

Education: Master's or equivalent graduate degree

OR

2 full years of progressively higher level graduate education leading to such a degree

OR

LL.B. or J.D., if related.

OR

Combination of Education and Experience: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the grade level GS-09.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
