Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENTS: A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management, or finance. OR A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above. OR Currently or previously held an Internal Revenue Agent GS-0512 position for at least one year. AND SPECIALIZED EXPERIENCE GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Qualifying experience is experience that demonstrated accomplishment of legal, tax accounting, or other project assignments that required a wide range of knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled. Specialized experience include: Experience in progressively responsible and diversified professional accounting or auditing work that required applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; Interpreting and applying Federal tax law for individuals, business and/or exempt organizations, partnerships and corporations; Researching business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; Interpreting and analyzing the tax implications of corporate financial transactions and financial management principles and practices; Interacting with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and other similar business related professions; experience using knowledge of the Internal Revenue Code, regulations, rulings, court decisions, and agency policies to conduct extensive research of legal questions to be able to make decisions involving complex matters of the law and to develop and apply new resolution approaches; Analytical and evaluative techniques, both qualitative and quantitative, sufficient to gather, identify, evaluate, and develop work methods and approaches to resolve complex interrelated problems and issues; Using communicative techniques in order to deal tactfully and persuasively with sophisticated taxpayers and stakeholders, to explain complex interpretation of tax laws, regulations and resolve issues; Experience using program management practices to plan and perform duties inherent in the Qualified Intermediary Program Internal Revenue Code (IRC) Sections 1441 through 1474 in reviewing application for QI/WP/WT Status, documenting process for approving or rejecting an application, prepare and/or review compliance certifications and ensure adherence to scope and review procedures in the QI/WP/WT agreements, identifying areas of non- compliance and resolve issues that may be controversial and deal with professions to provide assistance with a focus of ensuring consistent issue resolution; experience interpreting and applying provisions of Qualified intermediary (QI), Withholding Foreign Partnership (WP) and Withholding Foreign Trust (WT) Agreements and riders; and experience developing complex legal and factual issues arising within the context of information reporting and tax withholding imposed under the relevant provisions of the IRC Sections 1441 through 1464; and experience planning, directing, and performing the examination, and resolution of information reporting and withholding tax issues arising in the specific context of the QI/WP/WTs; and experience researching, implementing Chapter 3 (nonresident) and Chapter 4 (FATCA) withholding, reporting and compliance requirements applicable to foreign entities and foreign accounts. AND TIME-IN-GRADE REQUIREMENTS GS-14: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS.
