Duties

As a Supervisory Senior Program Advisor, you will serve as a senior advisor on a variety of issues, operations and activities within the Coast Guard’s (CG) Policy Response Directorate, Office of Counterterrorism and Defense Operations Policy (CG-ODO). You will also serve as the senior technical expert on the CG’s Defense Readiness statutory mission and Counterterrorism (CT) activities, and, expert advisor and consultant, responsible for representing the government at various national levels on significant issues related to counterterrorism and defense readiness.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include: 
  • Supervising subordinate employees for the quantity and quality of work done and assuring efficient and economical work operations.
  • Developing long-range Counterterrorism and Defense Operations program plans, goals, objectives, and milestones.
  • Providing operational, programmatic, and policy oversight of all USCG initiatives, strategic planning, and projects relative to domestic and global Counterterrorism/Defense Operations, including contingency planning, Global Force Management, and strategic operational planning.
  • Participating in the research and drafting of reports that contain findings and recommendations of major significance to Coast Guard management officials, and often serve as the basis for new administrative systems, legislation, regulations, strategy, or policy.
  • Reviewing and analyzing national policies, defense operations strategies, domestic plans, and global programs related to Counterterrorism and Defense Operations policy, planning, and support activities.
  • Developing procedures and ensures administrative processes are compliant with DHS directives, instructions and policies such as the Defense Planning Guidance, Contingency Planning Guidance, relevant functional plans and their Executive Orders, Counterterrorism strategies and other relevant federal plans related to DHS/USCG.

  • This position requires a Top Secret/SCI clearance.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

GS-15 - You qualify if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal, State, or Local government or equivalent public or private sector experience. Your resume must demonstrate that you meet ALL the specialized experience below:
  • Advising senior leadership on counterterrorism and defense readiness; AND
  • Providing leadership to others such as workgroups, teams or special projects; AND
  • Participating in contingency planning, Global Force Management, and strategic operational planning; AND
  • Developing and applying defense policies, counterterrorism, and joint forces policies.

NOTE: Education cannot be substituted for experience at this grade level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
