Job Description Summary: Provides leadership, management and strategic direction in the performance of a comprehensive set of post award financial functions: billing and financial reporting, accounts receivable, collections, compliance, award close-out, and other critical accounting functions. Supervises and coordinates the activities of supervisors and senior level staff. Collaborates with finance business partners, contract managers, and finance functional leaders through an integrated finance office to implement and maintain effective and efficient sponsor financial reporting and invoicing procedures. Has primary responsibility for one or more specialized financial and accounting functions for the institution. Ensures longer-term functional objectives are translated into shorter-term tasks, and establishes processes/procedures to ensure the effective and efficient operation of a somewhat complex function. Has authority to take whatever action deemed advisable or necessary, subject only to organizational and departmental policies and rules. Provides innovative solutions to complex problems that impact program's or project's success. Serves a resources to others. Must directly manage exempt level employees. JOB SPECIFICATIONS Required Knowledge, Skills, and Abilities: Thorough knowledge of federal cost accounting standards, OMB circulars, FAR, CAS and GAAP and post-award administration. Experience with federal billing and payment systems, letter of credit drawdown procedures, and sponsor financial reporting. Proficient with Excel and other data analysis tools. Ability to apply technology solutions to maintain efficient and effective financial controls and processes. Ability to solve intellectual problems of substantial variety and complexity using originality and ingenuity. Ability to operate using substantial latitude for independent judgment and action. Experience working in complex environments with a high degree of organizational effectiveness. Ability to lead and direct staff. Ability to work successfully in a team environment and to form and maintain effective teams. Ability to develop relationships with co-workers and employees in other NASEM departments. Excellent communication skills with a proven ability to effectively interact with all levels of employees. Serves as a resource to others in the resolution of complex problems. Minimum Education/Training Requirements: Bachelor's Degree in Finance/Accounting or related field, or equivalent knowledge. Minimum Experience: Eight years of related professional experience, four of which were in a supervisory experience. Physical Capabilities: Ability to work at a computer for extended periods of time. Required Licenses, Certification or Registration: None. Supervisory Responsibilities/Controls: Reports to Director, Business Operations (OCFO). Independently establishes goals and objectives. Has overall responsibility for assigned department and staff. Compensation Range: The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs. An estimated compensation range for this position is $97,240 - $151,935. Compensation offered to the selected candidate will be based on the candidate's relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters. Note it is not typical for a candidate to be hired at the higher end of the range. Work Environment: Hybrid Office/Telecommute environment, expected onsite percentage 40%, with occasional travel between National Academies' facilities and to off-site meeting/sponsor locations.
