Description

Duties

The work is performed in a Child Development Center (CDC), U.S. Coast guard. The purpose of the Child Development Services (CDS) Training and Curriculum (TAC) Specialist position is to provide and deliver a comprehensive training program to CDC employees and Child Development Services (CDS) Family Child Care (FCC) providers, assist with the implementation of a developmentally appropriate curriculum/program that fosters the physical, social, emotional, cognitive and language development of children and youth, ages 6 weeks to 12 years, and promote school readiness and support ongoing school success.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.  Typical work assignments include: 

-Providing orientation and basic information to new employees to the CDS system.

-Providing training to CDC employees and FCC providers for age-appropriate activities.

-Developing a working relationship with local and on-line colleges, universities and professional organizations and advising employee/providers about continuing avenues of professional development.

-Assisting CDC direct care staff by documenting observations and assessments, evaluating classroom environments, reviewing weekly activity plans, and providing additional training when needed.

-Providing training to CDC staff and FCC providers so they can ensure classroom and activity area compliance with fire, safety, and sanitation rules and instructions.

-Responsible for mandatory reporting of suspected incidences of child abuse or neglect.

This position has physical requirements that must be met to include considerable walking, standing, bending, stooping, and lifting up to 40 pounds. The incumbent may be required to drive an automobile when visiting other program sites.

The incumbent is subject to a pre-employment medical examination and is required to maintain bi-annual reassessments that include appropriate adult immunizations per The Center for Disease Control recommendations, NAEYC Early Childcare Accreditation Criteria, and COMDTINSTs regarding Child Development Services and Civilian Occupational Health.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

This position requires the incumbent to undergo a CNACI background investigation.

Qualifications

You qualify at the GS-09 grade level if you possess the following qualifications:

BASIC REQUIREMENT:

Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

OR

Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.  The number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study.

AND

ADDITIONAL REQUIREMENT:

In addition to the basic requirements above, applicants must also have at least one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service;

OR

Possess 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in a related field of study.

OR

Combination of education and experience.  Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. For example, an applicant with 6 months of appropriate experience equivalent to GS-7 (50 percent of the experience requirement for GS-9) and 27 semester hours of appropriate graduate education (50 percent of the education requirement for GS-9, in excess of that required for GS-7) would be qualified for a GS-9 position (assuming that there is no evidence that the attended college or university requires more than 18 semester hours as equivalent to a year of graduate study).

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Some examples of specialized experience are:

-Applying the principles, theories, concepts and practices of early childhood development encompassing infant through school age youth.

-Developing curricula covering physical, emotional, social and cognitive development.

-Assisting in establishing plans and schedules for employee and provider training.

-Assisting in documentation of required training of childcare center personnel.

-Developing lesson plans based on curriculum requirements.

-Assisting in the overall management of a childcare center including such duties as program development and selection and training of personnel.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Student Loan: Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. Recruitment Incentive: Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 25% of the salary, including locality for this position.  Receipt of the bonus will require a 12-month service agreement.

Relocation Incentive: Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation incentive of 25% of the salary including locality for this position.  Receipt of the bonus will require a 12-month service agreement.  The employee must establish a residence in the new geographic area prior to payment.
