Description

Duties

As a primary responsibility, the selectee renders legal advice to the the Eighth District Command, Eighth District senior staff, and Eighth District units on matters related to Coast Guard Captain of the Port and Officer in Charge of Marine Inspection authorities, including waterways management, inspections, and investigations.

Being a CG Civilian makes you a valuable member of the GG team.  Typical work assignments include:
  • Providing legal advice and interpretation on laws pertaining to Coast Guard regulation of waterways, inspections authorities, and marine casualty and pollution investigations, such as the Ports and Waterways Security Act, Energy Policy Act of 2005, the Outer Continental Shelf Act, the Administrative Procedure Act, The Marine Transportation Security Act, the National Environmental Policy Act, and other laws and regulations.
  • Researching legal precedents, participates in policy workshops, and providing comments on proposed legislative and regulatory changes affecting Coast Guard operations and legal authority.
  • Researching and drafting administrative opinions regarding the navigability of waters of the United States; in coordination with the Army Corp of Engineers, advises on legal authority to remove and/or make obstructions to navigation or abandoned vessels/barges located in waters of the United States; advises on other waterway management issues to include aids to navigation system, regulations of waterborne commerce, freedom of navigation, marine casualty reporting and investigation requirements, ports, waterways and coastal security, facility emergency response plans, and future development projects.
  • Conducting briefing and making oral presentations at meetings, seminars, and agency programs.
  • Providing legal advice and guidance on related matters, e.g. conflicts of interest, new legislation and standard of conduct, and ethics and legal opinions involving law to include Freedom of Information Act (FOIA), HIPAA and Privacy Act.

Qualifications

AT THE GS-13, All candidates must possess a J.D. or LL.B degree from an ABA-approved law school; AND, must be an active member in good standing of the bar of any state, Puerto Rico, or the District of Columbia; AND, have one year at or above the GS-12 level, as a practicing attorney, where such experience equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. 

Specialized experience is experience that has equipped the applicant with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Typically specialized experience may include serving as an Attorney Advisor on broad policies and legal issues associated with deepwater ports, shoreside LNG facilities and regulation of maritime infrastructure and waterways. 
 
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position DOES have a positive education requirement.

All Candidates must possess a J.D. or LL.B degree from an accredited law school; AND, must be a member in good standing of the appropriate licensing authority of any state, territory of the United States, Commonwealth of Puerto Rico or District of Columbia bar.
