The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six time National Recreation and Parks Association Gold Medal Award Winner is seeking four talented Recreation/Park Facility Manager I's for the Southern Recreation & Leisure Services Division. The selected candidates must be creative, customer service oriented and able to work well in a team environment. Positions are located at the following Community Centers, Fort Washington Forest, Glassmanor, Hillcrest Heights, and Marlow Heights.

Please note that the salary above represents earning potential. The budgeted salary range for these positions is $54,452 - $75,446 . Salary is commensurate with experience.

Examples of Important Duties

PROGRAMMING
  • Plan and implement a comprehensive schedule of activities that effectively utilize the facility on a year-round basis.
  • Establish and coordinate classes, special events, and activities, both as center programs and community based programs if applicable/assigned, in cooperation with non-Commission and other Commission units, which reflect the leisure needs of the community.
  • Successfully identify, implement, monitor and evaluate appropriate marketing techniques to promote attendance at programmed activities.
  • Ensure that the total program of activities is on a profit track, and that revenues from fees and charges fully equal or exceed program expenditures.
  • Ensure that an annual review and written evaluation of each major program and event with appropriate recommendations for future scheduling has been completed within 90 days following the conclusion of each event.
FISCAL MANAGEMENT
  • Successfully monitor, as required, facility revenues and expenditures in full compliance with Commission policy.
  • Properly execute all purchasing procedures as prescribed by Commission policy and in compliance with the Commission's MFD procurement program
  • Ensure that all financial documents and reports are properly processed on a timely and accurate basis in compliance with audit procedures, Commission and Departmental policies.
  • Effectively purchase equipment and supplies in a timely manner for facility operation and program needs.
  • Properly serve as the custodian of a petty cash fund in compliance with Commission policy and audit procedures.
PERSONNEL MANAGEMENT
  • Effectively and economically plan and coordinate monthly work schedules for subordinate personnel as required.
  • Appropriately evaluate and counsel employee performance in compliance with Commission policy, and initiated appropriate recognition and disciplinary actions, as well as all relevant administrative documents and reports in a timely manner.
  • Effectively participate in the hiring process in full compliance with Commission policy and the Commission's EEO/AA plan, specifically relevant to the (1) recruitment and selection of contract employees, and (2) interviewing and recommendations for career position vacancies.
  • Successful conduct facility staff meetings on a regular basis to ensure open communication and information sharing opportunities.
  • Properly and promptly process contracts, payments, and time reports for Contract and Career employees, as required.
ADMINISTRATION
  • Maintain and submit accurate reports and records of meetings, programs, maintenance and purchases on a timely basis, as required.
  • Provide effective oversight and follow up action, as required, for the general maintenance and upkeep of assigned facility and adjacent grounds.
  • Respond to inquiries and requests for information, expressed concerns and complaints from citizens and user individuals, groups and organizations in a timely and appropriate manner.
  • Properly and effectively interpret Commission policies, rules and regulations with staff and patrons.
  • Effectively monitor and maintain an inventory of equipment, supplies and materials required for the operation and programming of the facility.
SPECIAL PROJECTS
  • Effectively complete assigned duties and tasks, as required.
  • Complete assigned tasks within prescribed timelines.
  • Work cooperatively with other committee members to successfully complete the committee's assigned function(s).
  • Communicate committee information to appropriate staff and supervisors on a timely basis.
  • Demonstrate a record of attendance consistent with the standards assigned by the committee chair and/or the Area.

Minimum Qualifications

  • Bachelor's Degree in Parks and Recreation, Recreation Management, Facility Management, Education, Business Administration, Physical Education, Communication, Leisure Services, or any related field.
  • One (1) year of responsible professional experience working in a facility related to parks, recreation, leisure services, or area of required specialty (e.g., arts, performing arts, tennis, aquatics, ice rinks).
  • An equivalent combination of education and experience may be substituted, which together total five (5) years.
  • Valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required of the position.
  • Contingent upon area of assignment, some positions in this class may require valid: (a) operating license (e.g., county pool operator, childcare license) as appropriate; (b) First Aid, CPR, and automated external defibrillator (AED) certifications; or (c) certifications as related to assignment (e.g., Lifeguard Instruction, Fundamentals of Gymnastics).
  • Pass Commission medical exam.

    Eligibility
    You have 45 days from your hire date to elect your benefits. Your coverage begins on the first of the month following receipt of your enrollment forms and required documentation.

    Retirement Programs
    • Defined Benefit Plan (Mandatory Participation) - Plan E excludes FOP members.

    Sick Leave Bank (Contribution and Benefit hours prorated for part-time employees)
