The Maryland National Capital Park and Planning Commission, Prince George's County Parks and Recreation, Park Planning Development Division has an opening for an e-Builder System Administrator.

e-Builder System Administrator Responsibilities:
e-Builder is a cloud-based construction software and program management solution that helps owner organizations increase productivity, accountability, and budget efficiency by providing easily accessible and real-time project data. It is a Software-as-a-Service (SaaS) application. The web-based e-Builder construction project management information software (PMIS) is designed to manage multi-project construction programs throughout all stages of development from planning through construction and into operations. It is a software tool to improve construction project execution and workflows through automation - resulting in more reliable, collaborative, faster and less expensive processes.

The Prince George's County, Maryland Department of Parks & Recreation (DPR) has over 200+ active projects in the e-Builder system at varying project development stages and with different levels of complexity, costs, timelines, deliverables, and suppliers. The Project Management team must manage these aspects in a consistent manner across the entire program and the e-Builder System Administrator is key in managing use of the software system to make this happen.

The e-Builder System Administrator will be the primary contact for DPR to maintain system level configuration and will be responsible for the support of both internal and external users. As the department wide PMIS, e-Builder affects all aspects of DPR development projects and the e-Builder System Administrator will be required to be highly responsive and able to prioritize end user needs in the best interest of DPR. The e-Builder System Administrator will work with the Capital Planning and Development (CP&D) Division Chief, Program Managers, Section Supervisors, Project Managers, and other end users to implement any required account level enhancements, which could include modifications of data fields, reports, dashboards and templates.

Minimum Qualifications

  • Bachelor's Degree in Information Systems, Computer Science, Geographic Information Systems or any related field.
  • Four (4) years of experience in applications support and development.
  • An equivalent combination of education and experience may be substituted, which together total eight (8) years.
  • Depending upon area of assignment, a valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.

    • Manage Product Specific Responsibilities to ensure proper project setup, User Provisioning
    • Bring new users from other teams into e-Builder
    • Manage template maintenance (documents, budgets, schedules, mail merges)
    • Manage all account configuration changes
    • Onboarding and training of new users
    • Provide user technical support
    • Manage report and folder subscriptions
    • Coordinate and manage outside vendors and consultants related to e-builder customization and support.
    • Review monthly and quarterly e-Builder product release notes - educate DPR user base regarding new functionality and product enhancements.
    • Manage all change management responsibilities by writing requirements for review and approval
    • Development and maintain specific support documentation and provide user trainings
    • Lead process improvements and coordinate configuration changes between all user groups for acceptance prior to implementation.
    • Coordinate and execute user acceptance testing of major changes (e.g. new structured workflow)
    • Document Management Responsibilities
    • Independently interpret industry specific documentation and determine how it should be filed.
    • Work with Division Leadership Team to develop and enforce system wide project document filing and retention policies.
    • Develop and maintain a standard project template library (proposals, contracts, change orders, directives, etc.)

It is not all-inclusive and is subject to change. Benefits listed are extended to all Merit System employees of the Maryland-National Capital Park and Planning Commission (M-NCPPC). All plans are optional except the Defined Benefit and Long-Term Disability plans.

    Eligibility
    You have 45 days from your hire date to elect your benefits. Your coverage begins on the first of the month following receipt of your enrollment forms and required documentation.

    Retirement Programs
    • Defined Benefit Plan (Mandatory Participation) - Plan E excludes FOP members.
    Plan: Employee Contribution
    Plan C: 9.5%*of base salary (FOP members only)
    Plan E: 4% of base salary up to maximum Social Security Wage Base (SSWB) and 8% in excess of SSWB.

    • Benefits paid at 66 2/3% of base salary, maximum of $6,000/month

    Supplemental Long-Term Disability Insurance (Employee Pays 100%)
    • Benefits paid at 66 2/3% of base salary that exceeds $108,000; capped at $216,000

    Basic Life and AD&D Insurance (Employee Pays 20%: Commission Pays 80%)
    • Two (2) times base salary; maximum benefit is $200,000 for each
    • Automatic coverage with opt-out provision

    Supplemental and Spouse/Dependent Life Insurance (Employee Pays 100%)
    • Supplemental - 1,2,3,4, or 5 times base salary; maximum benefit is $750,000

    Sick Leave Bank (Contribution and Benefit hours prorated for part-time employees)
