Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-11 LEVEL: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the GS-9 level that demonstrated basic qualitative and quantitative techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; Interviewing techniques to obtain and gather information; Analytical and evaluative techniques to identify, consider, and resolve conventional, observable issues or problems of a procedural or factual nature; Knowledge of the principles of management and organization, including administrative practices and procedures to improve procedures and determine program requirements; Oral communication techniques to make reports and presentations; and written communication techniques to prepare staff reports and detailed procedures and guidelines to supplement established program guidance. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in any field of study that demonstrates the knowledge, skills, and abilities necessary to do the work. OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in any field of study that demonstrates the knowledge, skills, and abilities necessary to do the work. OR LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. SPECIALIZED EXPERIENCE: GS-12 LEVEL: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the grade 11 that demonstrated evaluative and analytical methods sufficient to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; Project management techniques to plan, schedule, and conduct complex projects; Knowledge of pertinent program laws, regulations, policies and precedents to develop new or modified guidelines, to analyze impact of changes and make recommendations; Budgeting methods and techniques to prepare analyses and estimate resource needs; Knowledge of the mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations; Oral communication techniques sufficient to present findings and deliver briefings, recommendations, negotiate solutions; Written communication techniques to prepare project papers, staff reports, manuals, and directives. SPECIALIZED EXPERIENCE: GS-13 LEVEL: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the grade 12 that demonstrated a wide range of evaluative and analytical methods and techniques, to revise methods or develop new approaches to analyze detailed findings and identifying and measuring accomplishments and progress. Experience includes project management tools and techniques to plan, schedule, implement, closeout, and evaluate complex projects and studies; Management and organizational techniques, systems, and procedures to perform a wide variety of studies and projects with a long-term impact and budgeting methods and techniques to prepare analyses and estimates of resource needs; Knowledge of work processes, and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. In addition your experience should include knowledge of pertinent program laws, regulations, policies and precedents to develop new or modified guidelines, to analyze impact and make recommendations. Your assignments should demonstrate oral communication techniques to present findings and deliver briefings, negotiate solutions to disputed recommendations; and written communication techniques to prepare project papers, staff reports, manuals and directives. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment .
