Description

Duties
  • Manages programs and processes in order to ensure efficient and compliant execution of financial management resources.
  • Prepares and delivers briefings, training sessions, consultations and strategy sessions with other staff service functions and activities to influence managers and others to accept findings and recommendations.
  • Assesses a variety of reports received from internal and external sources to develop formalized recommendations for management's consideration.
  • Evaluates operations, policies, procedures, and internal controls of financial operations to prevent and detect deficiencies in the operation of financial management areas.
  • Receives special projects pertaining to improving the effectiveness and efficiency of financial management operations and related functional requirements.
  • Collects, consolidates and reviews data for Requirements Assessment Conferences.
  • Performs analysis on complex financial problems within the product line and prepares staff papers to support recommendations, solutions and taskings.
  • Functions as a liaison with site resource management offices at sites where functional workload is performed for the purposes of ensuring that budgetary data for like product lines is captured and used in resources and financial management analysis.
  • Checks the accuracy and adequacy of budget estimates or request for allotments by comparison with source documents and appropriate laws and regulations.
  • The major duties described below reflect the full performance level of this position: Duties will be developmental in nature when the position is filled below the full performance level.


Requirements

Conditions of Employment
  • Must be a U.S Citizen or National.
  • Registered for Selective Service (males born after 12-31-1959).

  • Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

  • This position is Non Exempt at the GS-07 level and Exempt at the GS-09, GS-11 and GS-12 levels from the Fair Labor Standards Act.


Qualifications

For Entry at the GS-07 Level:
  • One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-05 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience Is Defined As:
  • Applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; gathering data from financial systems; and researching financial policies and laws to resolve common financial issues.
Time-in-Grade for GS-07:
  • Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service.
For Entry at the GS-09 Level:
  • One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-07 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience Is Defined As:
  • Researching and interpreting financial regulations, policies and laws to provide substantive recommendations and advice to managers; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and researching and interpreting financial policies and laws to resolve financial issues.
Time-in-Grade for GS-09:
  • Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.
For Entry at the GS-11 Level:
  • One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 within the federal service, which demonstrates the ability to perform the duties of the position, is required
Specialized Experience Is Defined As:
  • Financial analyst duties assisting and supporting the mission area/product line in the areas of budget or manpower.
Time-in-Grade for GS-11:
  • Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.
For Entry at the GS-12 Level:
  • One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience Is Defined As:
  • Financial analyst duties in support of the mission area/product line, including product line analysis in the areas of work counts, work years, productivity, manpower, budget formulation, unit cost, and budget execution.
Time-in-Grade for GS-12:
  • Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
This position is developmental and selections may be made at the GS-7, GS-9, GS-11, GS-12 entry grade levels. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to the GS-9, GS-11, GS-12 grade levels without further competition.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. Education

GS-07: Substitution of Education for Experience:
  • One full year of graduate level education or a Bachelor's Degree with Superior Academic Achievement (Grade point average of a 2.95 or higher on a 4.0 scale or class standing in the upper third of the graduating class or major subdivision) or membership in a national scholastic honor society may be substituted to meet the specialized experience requirement. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
GS-09: Substitution of Education for Experience:
  • A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
GS-11: Substitution of Education for Experience:
  • Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
GS-12: Substitution of Education for Experience:
  • Education is not substitutable for specialized experience at the GS-12 grade level.
