Brief Description

Advises managers and employees on internal processes regarding employee relations issues, dispute resolution, interpretation, and application of policies. Provides guidance and makes recommendations to leaders related to disciplinary procedures, performance improvement plans, and employee relations matters. Reviews initial complaints conducts investigations, recommends corrective action, and provides summary reports as appropriate. Maintains timely and accurate documentation of employee relations issues and incidents within the case management application. Experience with public sector civil service systems is a plus. Bilingual preferred but not required.

Detailed Description

Performs complex hr functions for two or more core areasprograms in the central hr department related to recruiting and employment, compensation and benefits, workers compensation and safety, employee relations and staff development, payroll and time and attendance. Proactively assesses the program(s) and identifies the training needs of the departments for assigned areas and develops creative solutions, policies, procedures, processes, and training to address those needs. Interprets human resources policies, procedures, standards, and practices and provides advice and technicalspecialized assistance to staff, other depart-ments, external agencies, and vendors related to the assigned area of responsibility. Researches, analyzes, and compiles complex data and records, and prepares correspondence, reports, briefings, recommendations and other documentation pertaining to area assigned. Conducts audits and assists with planning, developing, revising, and implementing HR activities, processes, and systems to ensure compliance, and to meet strategic goals and objectives. Researches, investigates, and resolves complex problems, disputes, and issues for assigned area. Assists in reviewing prevailing practices among the industry to identify new strategies and recommend appropriate revisions to program design to improve program effectiveness and efficiencies. Performs related duties as assigned.

Job Requirements

Education and experience equivalent to a Bachelor's degree from an accredited college or university in Business Administration, Human Resources, or in a job related field of study. Three (3) years of demonstrated progressive experience equivalent to Human Resources Analyst, Senior or Human Resources Officer. Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Ability to gather, organize, and analyze narrative and statistical data analyze problems, consider options, formulate strategies, and make practical recommendations learn, interpret, and apply procedures, rules, and laws. Knowledge of principles of human resource management and practices and state and federal laws pertaining to fair employment practices, and equal employment opportunity. Demonstrates a high level of confidentiality. Standard office environment.
