Brief Description Performs moderately complex managerial work overseeing the operational planning, establishment, execution, and evaluation of a program or project typically consisting of a set of closely related subprograms or associated activities; oversees fiscal, operational, administrative, and human resources management of the program; seeks and develops outside funding sources, serves as principal point of representation and liaison with external constituencies on operational matters, and provides day-to-day technical/professional guidance and leadership as appropriate to the area of expertise. Oversees all aspects of quality assurance and training within the department.Management Scope: Generally supervises exempt and non-exempt staff. Detailed Description Plans, develops, implements, coordinates and evaluates the fiscal, administrative and operation activities of a program or project(s).Manages contracts, grants, and/or state funding; approves and monitors budget expenditures; prepares budget revisions; provides interim status reports on all accounts; oversees, coordinates and/or assists with proposal writing to develop additional funding.Provides technical and/or professional coordination and leadership in the execution of day-to-day program/project activities, as appropriate to program objectives and area of expertise.Develops annual operating budgets and provides fiscal direction for the program.Oversees and/or coordinates the collection, compilation and analysis of program activity data; develops and presents comprehensive statistical and narrative program reports.Develops or assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient operation of the program/project.Designs, establishes and maintains staffing and an organizational structure to effectively accomplish the program or project function; hires, trains, supervises and evaluates program or project staff.Performs community liaison and outreach activities for program(s) or project(s).Performs other duties as assigned. Job Requirements Education, Experience and Training:Education and experience equivalent to a Bachelor's degree from an accredited college or university in Business, Health, Public Administration, Social Services, Behavioral Science, or in a job related field of study. Three (3) years of professional work related experience specializing in the assigned area, including two (2) years supervisory experience. Special Requirements/Knowledge, Skills & Abilities:Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Must possess a valid Texas Driver's License, with a good driving record. JUVENILE: Must become a Certified Juvenile Probation Officer and obtain a CPR certification within six months of employment. Must pass an extensive background investigation. Mandatory drug testing prior to employment and will be subject to random, unannounced drug and/or alcohol testing during employment."Position requires working with juveniles who may have committed dangerous/aggressive acts; should possess a high tolerance for working in an emotionally demanding/stressful work environment." Physical/Environmental Requirements:Standard office environment. Ability to lift up to 25lbs., unassisted. May require prolonged sitting or standing. Ability to travel to various work site locations.JUVENILE: This position may be located within a secured facility. Additional Details Bilingual Preferred.
