Brief Description

Manages and oversees the development and maintenance of Dallas County's Consolidated Services project management, workforce logistics, contracts management, and operational training initiatives. Communicates with leadership (Directors/County Administration/Elected Officials) and manages improvement objectives from the Court Administration. Supports the execution of organization goals by assuring the development and implementation of data reporting and performance measurement.

Detailed Description

Performs oversight for auditing and reporting of daily operations to include GPS Insight, Fleet Services, and Records Management; project management; ensuring vendor contractual and statutory compliance; manages departmental budgets and operational costs; and prepares and delivers monthly/quarterly/annual reports. Administers and oversees the County's driver safety programs and initiatives to champion the reduction of preventable accidents and mitigate organizational risk. Oversees Countywide Global Positioning System (GPS) program administration, data analysis, reporting and forecasting. Maintains the shared vehicle services program and work closely with all departments participating in fleet services/shared vehicle services program to ensure data accuracy in reporting; provides support and assistance to end users on fleet program policies and procedures; and works to cure any non-compliance by informing key stakeholders of any inaccurate or missing data.Leads support for workforce logistics, including conducting data analyses and reports, benchmarking information and industry best practices; assists with special projects as needed.Analyzes and maintains department operational data; conducts complex statistical analyses, financial analyses and budgetary analyses to recognize strengths and areas of opportunity; prepares and delivers reports on findings and recommended solutions.Develops initiatives and programs, to include communicating with Department Director and other departmental management/supervisors and collaborating with other departments across the County including but not limited to Purchasing, District Attorney, County Sheriff. Performs customer experience and develop operational improvement strategies and programs, including identifying and implementing best practice operations throughout the department, working with personnel to improve workflows and increase work efficiency, conducting customer surveys and reviewing feedback with staff, and identifying possible training opportunities and where leadership can provide additional support. Coordinates departmental training plans, leadership development and compliance programs; identifies, develops, and implements training curriculum for department staff on safety, job specific skills, and continuing education; implements driver training for county employees driving county-owned vehicles. Performs other duties as assigned.

Job Requirements

Education and experience equivalent to a Bachelor's Degree from an accredited college or university in Public Administration, Business Administration, Accounting or a related field, and four (4) years of experience in contracting administration, procurement management, contract compliance, budget analysis, or experience in utilizing advance analytical/statistical methods; or an equivalent combination of education and experience. Special Requirements/Knowledge, Skills & Abilities:Proficient knowledge of local government practices and procurement policies and procedures, Texas Government Code and contract law, purchasing legislation in a government environment, accounting concepts and techniques, resource management and technical reporting. Advance skill in problem solving and management of multiple projects simultaneously; skill in organization, compiling and recording information accurately; and skill in utilizing data collection software. Proficient ability to manage and interpret statistical data, develop reports and formulate recommendations; and presenting technical information clearly and logically. Proficient knowledge and ability to operate basic office software (i.e. Excel, Word, PowerPoint) and advance understanding of data collection and statistical software systems. Ability to work independently or with others to manage multiple tasks with minimal supervision is essential.Expert ability to represent the County in a professional and effective manner; communicate effectively, both verbally and in writing; communicate effectively with diverse groups of individuals utilizing tact and diplomacy; establish and maintain effective working relationships with Commissioners Court, Elected/Appointed Officials, Department/Division Heads, County employees, co-workers, outside agencies, service providers, vendors, contractors and the general public.Must possess a valid Texas Driver's License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code.Physical requirements include occasional lifting/carrying of 5-10 lbs.; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment. Subject to handling, walking, sitting, standing, bending and reaching to perform the essential functions.Physical requirements include lifting/carrying 20 lbs. occasionally.
