Brief Description

Performs direct oversight and management of all contracted building security screening personnel, security screening equipment (i.e. X-ray screening devices, pass through and handheld magnetometers) and conducts inspections and audits of screening personnel and operations to ensure compliance with contract. Conducts training, investigations and reviews of complaints related to screening personnel and/or operations while maintaining positive vendor relations. Exercises law enforcement supervision and/or authority as appropriate to maintain peace and order within County Facilities. Makes command staff decisions in the absence of the Chief/Assistant Chief.Management Scope: Supervises contracted screening staff and proprietary security guards as needed, guard supervisors, and agency law enforcement personnel. May supervise security supervisors (peace officers) level three security guards, and contract security personnel in the absence of the supervisor, Assistant Chief or Chief of Security.

Detailed Description

Supervises subordinates responsible for security activity at weapons screening points, is diligent in maintaining that contract staff are in compliance with County regulations, policies and procedures. Responds to and documents all contractor security complaints. Oversees the vendor supervisors and provides oversight of screening related operations at the various post locations as identified. Addresses complaints and disturbances at the screening points, exercises appropriate law enforcement authority in maintaining the peace and order within County Facilities and at all screening points, to include making lawful detentions and arrests as necessary and/or appropriate. Monitors and evaluates the efficiency and effectiveness of contractor / vendor service delivery methods. Insures for full contract compliance by vendors. Conducts regular meetings with contractors, vendors and County Purchasing department personnel. Develops schedules and staffing plans for all Screening Points, manages and assigns contract staff to screening posts as appropriate. Manages and oversees or completes assigned special projects.Trains staff on screening point procedures. Trains staff on the proper operation of x-ray screening devices and is the Radiation Safety Officer for the department. Trains staff on the pass through and handheld magnetometers, and identifying prohibited items or contraband at screening points. Conducts reviews and investigations related to employee conduct and prepares and presents reports and recommendations on employee conduct to the Chief through the Chain of Command. Conducts testing of screening points to identify potential issues or weaknesses in physical security screening protocols. Reviews all vendor / contractor employee time logs to ensure reports are complete and accurate. Represents the department with other law enforcement or security agencies, other County departments, or at other special events as assigned or in the absence of the Chief and/or Asst. Chief.Writes informational reports for Screening or Systems personnel, coordinates security staff coverage for all weekend and after-hour screening points as appropriate. Assists in maintaining necessary records for all screening staff and the documentation required to maintain security licenses. Assists in interviewing and screening all applicants for the Dallas County Security Department, sets up required exams for current and future employees as directed.Patrols areas of the county facilities where screening points are in place. Conducts unannounced inspections of equipment and contract personnel.Exercises law enforcement authority to maintain peace and order. Attends meetings of current industry peer groups (law enforcement and/or security) as appropriate. Represents the department as required in the absence of the Chief and Assistant Chief. As required to insure security of County personnel, facilities and equipment, responds as necessary or appropriate to assist screeners, security of Peace Officers with routine or emergency situations. Performs law enforcement functions as necessary. Researches and identifies new equipment, processes, or techniques in screening and prepares related documents for presentation to the Chief.Performs other duties as assigned.

Job Requirements

Education, Experience and Training:Education and experience equivalent to an Associate's degree in Criminal Justice, or in a job-related field of study and three (3) years level three security experience including one (1) year lead experience OR thirty (30) hours of college and 18 months public safety/law enforcement.Special Requirements/Knowledge, Skills & Abilities:Must be 21 years of age with a valid Texas Drivers License, good driving record and provide a copy of the 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. Must be licensed as a Peace Officer in the State of Texas and proficient in the safe handling of firearms. Must meet County standards on physical, psychological exams and polygraph. Mandatory drug test prior to and during employment. Binocular vision, correctable to 20/30. Able to discriminate between standard colors. Capable of hearing ordinary conversation at ten feet, with each ear. The use of hearing aids is permissible. Will be on call 24/7. This is considered an "Essential Position" as stated in Dallas County policy regarding emergency response situations.Physical/Environmental Requirements:Must be able to perform defense tactics against individuals. While performing the duties of this job, the employee is required to sit, stand, walk, and drive. The incumbent must be able to run, bend, stoop, climb, crawl, ascend and descend of stairs, both inside and outside without limitations or accommodations. Must be able to work varied days and shift schedules, to include weekends and holidays. Work is performed in internal and external environments with possible exposure to inclement weather, and varying temperatures. Potential exposure to contagious and infectious diseases. Must possess the visual acuity to operate a vehicle and distinguish details and differences when observing people, places, or things on patrol.
