Brief Description Plans, implements, and administers the identity and access management program; manages user access to reduce risk exposure and\or vulnerabilities; implements best practices and innovative technical solutions; maintains knowledge and awareness of potential threats facing the organization, and the state of the enterprise user directory. Monitors compliance requirements of the County; develops policies and procedures that support regulations. Detailed Description Plans, implements, and administers the identity and access management services across the organization. Ensures the identity and access management program meets the established organizational standards; develops policies, procedures, and strategies.Manages user access to systems, applications, and data. Collaborates with departments to grant proper access entitlements to ensure the security of the organization's sensitive information; defines user roles and analyzes user access needs.; manages and monitors permissions and grants/denies user access requests.Performs risk assessments and audits. Checks for consistency and compliance across the organization. Prepares identity and access management reports; plans and implements changes and updates to access management systems.Monitors the current access management processes. Develops and manages vulnerability and threat management processes, procedures, and reports. Train users on policies and procedures. Monitors compliance with policies, procedures, regulations, and customer requirements. Documents security requirements and controls for protecting information, systems, and technology assets. Defines and document how the implementation of a new technology impacts the security posture of the current environment. Documents and updates all definition and architecture activities. Provides input on security requirements to be included in request for proposals (RFPs), statements of work (SOWs), and other procurement documents. Communicates current and emerging security threats to project team members.Investigates incidents and recommends corrective actions. Escalates and resolve issues in a timely manner.Performs other duties as assigned Job Requirements Bachelor's degree from an accredited college or university in Computer Science or related field of study. Five (5) years of work-related experience in Identity and Access Management (IAM) or job-related field. Preferred experience with identity and access management tools, such as Active Directory, LDAP, and Azure AD and with programming languages, such as Java, Python, and PowerShell. Certified Identity and Access Manager (CIAM) or Certified Identity Management Professional (CIMP) preferred. Experience with SQL databases. Experience in IT security or associated field. Special Requirements/Knowledge, Skills & Abilities:• Knowledge of identity and access management concepts, such as SSO, role-based access control, and identity federation.• Knowledge of authentication protocols, such as SAML, OAuth, and Kerberos.• Knowledge of networking concepts like firewalls, VPNs, and DNS.• Ability to troubleshoot technical issues related to identity and access management.• Ability to learn new technologies and keep up with industry trends.• Skills in identity and access management solutions.• Strong project management skills.• Knowledge of dynamic and high-level languages such as PowerShell or Python.• Skill in performing analysis and problem-solving• Skill in written, oral, and interpersonal communication skills.• Ability to work in team environments and negotiate with multiple stakeholders.• Ability to meet to work under pressure, prioritize tasks, and meet deadlines.• Ability to be an innovative thinker who is self-directed and resourceful.• Ability to converse and resolve complex technical matters with non-technical staff and IT Team• Ability to build relationships with other members of the organization, such as the security team, the IT team, and business users.• Ability to work adapt to changing requirements and technologies.• Ability to effectively communicate both verbally and in writing, and establish and maintain effective working relationships with employees, departments, and the general public. Must possess a valid Texas driver's license, with a good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. Must pass a background investigation. Required to be on call at all times. Individuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Incumbents must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.Standard office environment. Work 40-hour hybrid (in-office/work week with on-call availability for 2 days per month. Less than 10% travel required. Sitting for extended periods of time.
