Duties - Directs/conducts a wide variety of administrative and analytical activities of the headquarters.
- Designs, conducts, and evaluates comprehensive studies to improve efficiency of organization, methods and processes.
- Provides management support to implement recommendations and proposals involving substantial organizational resources, and monitors implementation of accepted proposals.
- Manages headquarters level action items, reviews, and research projects and provides advisory services on issues related to the practical problems of management.
- Serves as planner, analyst, and advisor to management on program analysis, resource planning and/or administrative issues for key operations/organizational programs.
- Manages operations-wide administrative support programs, assessing current policies and management practices, proposing regulatory and administrative changes.
- Prepares and presents management level briefings of conclusions and recommendations.

Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is described as: Analyzing and evaluating programs and projects essential to the operation of an organization; establishing criteria and methods to monitor and ensure the attainment of project and program goals and objectives; providing management advisory services with coordination across organizational lines; preparing or reviewing written information for higher level briefing or approval. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education Education is not substitutable for specialized experience at this grade level.
