Job Summary:
Leads efforts to proactively assess, determine impacts of, and envision and create strategies for the spectrum of healthcare and pharmacy policies of importance to Walgreens. Ensures the company is influencing and properly informed and engaged on the latest trends and developments, leading coordination of policy issues with other members of the government affairs team, as well as key business, compliance, legal, and other internal units. Leads tactical deployment and engagement with government and third-party stakeholders around key pharmacy and healthcare policies.

Job Responsibility:
  • Identifies, assesses, and creates strategies to address a broad-spectrum of current, in development, and new healthcare and pharmacy public policies of importance to Walgreens.
  • Collaborates with key business, compliance, legal and other leaders within Walgreens to communicate and validate the public policy strategy plan, the methodology that will be employed in the assessment of actual policy analysis, the commitment of continuous feedback and updates on initiatives, and the creation of comprehensive financial and operational impact models on the business.
  • Develops strategies and tactics to assist Walgreen's government affairs team in influencing legislators, regulators, trade associations, and/or professional organizations on matters of public policy, including creating background materials, Walgreens positioning, key messages and other information.
  • Engages, advises, and provides subject matter expertise to members of Walgreens government relations team to ensure their engagement and understanding of key issues impacting pharmacy and healthcare.
  • Coordinates collecting, synthesizing, analyzing, and reporting on public policy matters via trade association engagement, legislative proposals, agency rules and regulations, lobbyist intel, and other publicly available sources to ensure optimal internal collaboration and communication.
  • Represents Walgreens with state and federal elected officials and their staff, regulatory agencies, trade associations, industry partners, lobbyists, and other public policy influencers to stay informed, collaborate, and influence public policy discussions. Identifies and communicates information and intel collected with government affairs, as well as senior leadership and other business units as appropriate.
  • Utilizes networks of connections and resources to determine impacts on Walgreens and probable outcomes for public policy issues, regulations, and legislation, and shares any relevant and timely information as necessary and appropriate.
  • Drives key enterprise healthcare and pharmacy policy strategies and provides solutions consistent with business goals in partnership with the Senior Director of Policy.

Basic Qualifications
  • Bachelor's Degree and at least six (6) years of experience in public policy analysis and/or strategy development OR a High School Diploma/GED and at least nine (9) years of experience in public policy analysis and/or strategy development.
  • At least six (6) years of experience developing and analyzing public policy impact modeling for issues such as pharmacy regulation, healthcare delivery and reimbursement, public health, and/or other relevant policy issues.
  • Experience analyzing, prioritizing/organizing, and tracking policy issues and trends to drive strategy development, deployment, and assessment.
  • Experience analyzing, assessing, and communicating policy research in a compelling, easy-to-understand way to non-policy audiences.
  • Experience communicating to/with non-expert audience(s) and produce compelling reports and presentations for internal and external audiences.
  • Experience managing consultants and project budgets, deliverables, and timelines.
  • At least 2 years of experience contributing to financial decisions in the workplace.
  • At least 3 years of direct leadership, indirect leadership and/or cross-functional team leadership.
  • Willing to travel up to/at least 30% of the time for business purposes (within state and out of state).


Preferred Qualifications
  • Master's, MBA or PharmD
  • Experience in a pharmacy setting (e.g., retail chain, hospital, etc.)
