Description

Duties
  • Reviews, analyzes, and interprets directives concerning EC solutions managed and overseen by the team for DFAS based on OMB, Congressional, and DoD requirements.
  • Identifies instances where policy and procedures are in conflict or do not apply to the situation.
  • Coordinates planning efforts with other EC personnel and with resources users in the functional areas.
  • Analyzes output data applicable to the team assigned and utilizes this data to assess and determine mission focus for tactical planning to increase utilization of EC solutions managed on the team
  • Provides technical guidance for solutions and planning problems that consider the broad range of information systems including finance and accounting systems and integration of other Departmental EC solutions.
  • Uses knowledge of and experience with financial management, legacy, newly designed and deployed, and electronic solutions to recommend potential for automation of systems and interfaces.
  • Recommends appropriate technical solutions to deficiencies identified by users and validates requirements for inclusion in the modernization plan.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized Experience Defined As: Demonstrating knowledge of automated financial and information system design and processing principles, techniques, policies and regulations related to Electronic Commerce (EC); identifying, documenting and recommending system and database requirements; and conducting studies and providing recommendations on incorporating EC solutions. Demonstrating leadership or key role in executing projects to improve mission essential workflows or customer service processes.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.   • The Security Designation will vary and dependent upon position and may require a secret clearance or higher.
