Plans, directs and manages the records management, document imaging, and mail services programs; develops and updates goals, objectives, performance measures and strategic plan; performs programmatic and operational audits; and develops and conducts training for staff to ensure proper utilization of resources and equipment. Management Scope: Manager of division payroll in excess of $1,345,000 (34 employees; 3 exempt and 31 non-exempt). Management of Professional Service Contracts (Microfilm/Imaging, ARCUS off-sight storage of microfilm): approximately $43,000. Division revenue generation approximately: $600,000. Manage the tracking and storage of over 1,000,000 files with a yearly average of 77,000 new case fillings per fiscal year Responsibilities 1. Plans, organizes, directs and manages the record information management, document imaging and mail services programs; develops, updates and implements policies, procedures, performance measures, and short/long range goals and objectives; and evaluates program activities to ensure compliance with federal and state laws and County policies and procedures. 2. Provides technical assistance in the execution of daily activities and for resolution of procedural and complex issues, as appropriate to program objectives and area of expertise. 3. Directs, reviews, approves and participates in personnel related activities to include: hiring, training and assigning staff, evaluating performance and conducting disciplinary actions. 4. Administers operational audits to ensure compliance with recommended procedures and processing in accordance with local, state and federal requirements; and prepares various reports on program activities. 5. Identifies digital records management issues; coordinates with IT staff to identify and resolve the most difficult hardware/software integration and operating issues. 6. Develops and coordinates training programs with departmental staff related to records management and document imaging. 7. Reviews and consolidates budgets, monitors expenditures, approves disbursements, purchases and generates related reports. 8 Perform other duties as assigned. Qualifications Education, Experience and Training: Education and experience equivalent to a Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Computer Science or in a job related field of study. Three (3) years of professional work related experience, including two (2) years management/supervisory experience. Special Requirements/Knowledge, Skills & Abilities: Skilled in the use of standard software applications. Ability to effectively communicate both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Knowledge of methods and techniques of records management to include indexing, filing, storage, retrieval, storage, and disposal of records. Knowledge of document imaging software and equipment. Familiarity with network systems. Knowledge of public records keeping practices and legal requirements including retention and legal destruction procedures. Ability to manage program activities, establish goals and objectives, devise solutions to administrative problems, develop and evaluate administrative policies and procedures, and prepare concise reports. Physical/Environmental Requirements: Standard office environment. |
