Manages and administers department purchasing of contract items, materials, products and/or services by examining performance requirements, delivery schedules, and estimates of costs and production to ensure adherence to contractual agreements and purchasing guidelines. Monitors contract compliance. Prepares, reviews and assists with negotiations for bids, proposals, contracts and non-contract process specifications. Functions as liaison between department(s) and contracting entities. Management Scope: Responsible for bids and contracts exceeding $500,000 county-wide annually. Responsibilities 1. Monitors and evaluates contractual activities by: • Ensure strategies are in place to deal with compliance problems when they occur; • Documenting contractual compliance and progress; • Performing periodic site inspections/audits; • Meeting with each contractor on a regular basis to review progress, discuss problems and notify service providers of discrepancies, and working to resolve compliance issues such as ; • Monitoring the contract budget to ensure sufficient funds are available for payment; • Verifying accuracy of invoices and authorizing payments consistent with contract terms and county policy; • Performing contract closeout process to ensure the contract file contains all necessary contract documentation. 2. Serves as liaison between county departments and contractors to answer questions, resolve problems, provide on-going training/technical assistance and develop corrective action as needed. Monitors contract compliance related to , waste, , cafeteria and related contracted services. 3. Assists in the bid proposal process by: • Researching and compiling data and assisting in preparation of RFP's; • Developing, reviewing, negotiating and preparing contract/bid specifications, amendments/extensions and termination of contracts; • and • Preparing related briefs and court orders. 4. Assists in budget preparation, monitors the acquisition of supplies, materials, and services, and completes various reports. Coordinates and monitors contract payment processing and billing and works closely with the Auditor's Office and suppliers to resolve reimbursement and claims issues and assure the availability of funds. 5. Performs other duties as assigned. Qualifications Education, Experience and Training: Education and experience equivalent to a Bachelor's degree from an accredited college or university in Business Administration, Management, Public Administration or a job related field of study. Two (2) years work related experience. Special Requirements/Knowledge, Skills & Abilities: Must possess a valid Texas Driver's License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code . Must pass a security check. Working knowledge of contract negotiations, needs assessments, program evaluation and performance monitoring. Ability to exercise sound judgment, flexibility, initiative and commitment in an environment of rapid change. Must possess excellent writing skills. Ability to interact effectively with a diverse group of contractors, managers and employees. Must be proficient in current computer software applications. Physical/Environmental Requirements: Standard office environment. May be required to travel to various work sites. |
