Description

Develops, implements, coordinates and maintains emergency preparedness, response, recovery, and mitigation plans, procedures and programs. Provides support for emergency management accreditation program standards, and support for internal and external training and exercises.

Responsibilities

Updates plans, procedures, annexes and appendices for emergency preparedness, response, recovery and mitigation; and develops and maintains special needs programs. Participates in the design, development and coordination of emergency planning, training and exercises; supports internal and external exercises that address preparedness, response, recovery and mitigation strategies. Provides project management for Emergency Management Accreditation Program (EMAP) and assists with the development and implementation of standards, guidelines and resulting plans. Coordinates and maintains collaboration with local and state health departments to ensure public health considerations are effectively integrated into emergency planning efforts. Develops, updates, and implements evacuation plans that address the needs of medically vulnerable populations, infectious disease control, behavioral health support, and continuity of care. Participates in interagency planning meetings and after-action reviews to enhance coordination, identify gaps, and strengthen overall response capabilities. Supports the alignment of public health protocols with emergency operations to promote a cohesive, community-wide approach across all phases of an emergency or disaster. Coordinates and oversees all sheltering operations and emergency shelter planning to ensure effective, safe, and timely support during emergencies and disasters. Collaborates with emergency management agencies, public health officials, nonprofit partners (e.g., Red Cross), community organizations, and other key stakeholders to implement integrated sheltering strategies and facilitate resource coordination. Develops, updates, and maintains comprehensive shelter operational plans in alignment with local, state, and federal emergency guidelines. Participates in emergency preparedness exercises and after-action reviews to assess performance and continuously improves sheltering procedures. Supports the development and implementation of plans and procedures associated with FEMA Public Assistance (PA) program and the FEMA Individual Assistance (IA) program, before, during, and after a disaster event. Supports the administrative process of the recovery program through cost documentation, compiling damage data, and other project documentation. Manages emergency management programs and projects that span operations, planning, and infrastructure. Tracks budgets and funding related to assigned efforts to ensure proper documentation and program accountability. Serves as a duty officer to ensure continuous support and operational readiness. Serves in the EOC (Emergency Operation Center) or designated location during times of disaster or emergency. Performs other duties as assigned.

Qualifications

Education, Experience and Training: Education and experience equivalent to a bachelor's degree from an accredited college or university in Emergency Management, Planning, Business/Public Administration, or in a job-related field of study or equivalent job experience. Three (3) years of professional work-related experience in emergency management, public administration, emergency response, or in a job-related field, to include professional planning experience. Special Requirements: Skill in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Must possess a valid Texas Driver's License and good driving record. Will be required to provide a copy of 10-year driving history. This position requires completion of specific training and certification, which will be assigned at the discretion of the Chief. Physical/Environmental Requirements: Ability to stand, walk, sit, and move for extended periods of time. Work may involve exposure to various environments. The department operates 24/7. This position will be on call at all times.
