Project Overview:

Under the Analytics for Advancing the Financial Sustainability of the HIV/AIDS Response (AFS) project Palladium is conducting Private Sector Engagement Assessment ( PSEA). T he consultant will identify opportunities to partner with the private sector and leverage private sector resources for health and to advance greater public-private cooperation, including HIV and AIDS (HIV/AIDS), TB, and the intersection with the education sector. PSEA will serve the basis for forthcoming designs in TB and education and for future Private Sector Engagement activities.

Objectives of the PSEA:

The private health sector assessment in the Kyrgyz Republic will:

1) Provide an overview of private health sector stakeholders and their respective roles;

2) Conduct mapping of potential private partners in health, key private health sector actors, private health associations;

3) Perform private sector landscaping of health governance and regulation to advance private sector engagement and identify opportunities for private financing of health;

4) Improve the understanding of the demand and supply of private health sector services and products;

5) Assess the level of policy dialogue between the public and private health sector;

6) Describe private sector contributions to key health markets and health system areas, including blended health financing;

7) Provide recommendations on how to best operationalize private sector engagement in the health sector.

Period of performance: October 2023- September 2024

Estimated LOE: 50 days

Consultancy Primary Duties and Responsibilities:

1. Conduct a review of the regulatory policies and environment to identify enablers and barriers for private health sector players to deliver products and services including the provision of TB and HIV/AIDs services and existing public-private partnerships

The consultant will review governance structures; current legal framework and regulations of the health sector; policy documents related to private health sector operation and public-private partnerships; research documents related to the private sector participation, empanelment, licensing, and accreditation; compile officially available statistics and produce a report.

2. Complete mapping of private stakeholders and key actors in health sector with the focus on provision of TB and HIV/AIDs, quantify their number and share in the provision of these services, and identify private sources of financing as well as opportunities to reduce financial barriers

The consultant will conduct a desk research of the main health system players by listing them, mapping relationships and defining roles in the health system; document the current private provision of the health services by estimating the number of the private providers, the volume of serviced provided privately and the labour force participation in the private sector; analyse the demand for the priority services and products through market segmentation; and produce a report.

3. Prepare for and conduct a) in-depth interviews (IDIs) and with private for-profit and not-for-profit organizations in the health sector and b) focus group discussion (FGDs) with health and education potential key stakeholders for joint engagement in provision of TB and HIV/AIDs services and c) site visits to private providers in accessible rural areas, and d) prepare reports for:

• In-depth interviews

• Focus group discussions.

• Site visits

4. Identify opportunities and potential key stakeholders for private sector partnerships in health for future engagement

The consultant will provide recommendations on any relevant initiatives to foster private health and education sector partnership to ensure collaboration between two sectors to sustain HIV/AIDS response and prepare a note.

Required Qualifications:

Required Qualifications:

• Master's degree in public health policy, business administration, private sector, or other related discipline .

• At least 7 years of experience working in the health sector.

• Extensive knowledge of and experience with private health sector in Kyrgyz Republic.

• Solid understanding of the country's health sector context, the status of provision of the TB and HIV/AIDS services, and products in general, and of the current status of the private health sector engagement in provision of these services.

• Experience in conducting in-depth interviews and focus group discussions with private health sector stakeholders.

• Fluency in English and good writing, communication, and reporting skills.

• Excellent interpersonal and communication skills.

• Ability to work within tight deadlines.

• Flexibility, adaptability, and resourcefulness.
