Project Overview:

Under the Analytics for Advancing the Financial Sustainability of the HIV/AIDS Response (AFS) project Palladium is conducting Private Education Sector Engagement Assessment ( PSEA) to identify opportunities to partner with the private sector and leverage private sector resources for education and to facilitate greater public-private cooperation, including interactions with health. PSEA will serve the basis for forthcoming TB and education and for Private Education Sector Engagement activities.

Objectives of the PSEA:

The private sector assessment in the Kyrgyz Republic will:

1) Provide an overview of private education sector stakeholders and their respective roles;

2) Conduct mapping of potential private partners in education and key private sector actors, private education associations;

3) Perform private sector landscaping of education governance and regulation to advance private sector engagement and identify opportunities for private financing of education;

4) Improve the understanding of the demand and supply of private education sector services and products;

5) Assess the level of policy dialogue between the public and private education sectors;

6) Describe private sector contributions to key education markets and education system areas, including education blended financing;

7) Provide recommendations on how to best operationalize private sector engagement in the education sector.

Period of performance: October 2023- September 2024

Estimated LOE: 50 days

Consultancy Primary Duties and Responsibilities:

1. Conduct a review of the regulatory policies and environment to identify enablers and barriers for private education sector players to deliver services and to engage into public-private partnerships

The consultant will assess the non-state education sector in Kyrgyz Republic using the USAID five-point framework tool, adapted for education. The consultant will review officially available documents, compile statistics and produce a report.

2. Complete mapping of private stakeholders and key actors in non-state education sector, quantify their number and share, and identify private sources of financing as well as opportunities to reduce financial barriers

The consultant will conduct desk research of the main education system players by listing them, mapping relationships and defining their roles; document the number of the non-state education providers, enrolment rates for state and non-state education sector and the labour force participation in the no-state sector; and produce a report.

3. Prepare for and conduct a) in-depth interviews (IDIs) and with non-sate organizations in the education sector and b) focus group discussion (FGDs) with health and education potential key stakeholders for joint engagement in provision of TB and HIV/AIDs services and c) site visits to non-state education providers preferably in accessible rural areas. The report will include:

• In-depth interviews

• Focus group discussions

• Site visits

4. Identify opportunities and potential key stakeholders for private sector partnerships in education and health for future

The consultant will provide recommendations on any relevant initiatives to foster private education and health sector partnership to ensure collaboration between two sectors and prepare a note.

Required Qualifications:

ReqRequired Qualifications:

• Master's degree in social sciences , education, public financing, or other related discipline .

• At least 7 years of experience working in the education sector.

• Extensive knowledge of and experience with the education sector, including non-state, in Kyrgyz Republic.

• Solid understanding of the country's education sector context, challenges, and limitations.

• Experience in conducting in-depth interviews and focus group discussions with non-state education sector stakeholders.

• Fluency in English and good writing, communication, and reporting skills.

• Excellent interpersonal and communication skills.

• Ability to work within tight deadlines.

• Flexibility, adaptability, and resourcefulness.
