Description

Duties
  • Perform organizational-level reviews of financial systems to identify weaknesses and ensure compliance with applicable regulations.
  • The purpose of this position is to provide operational support for finances systems at the Defense Finance and Accounting Service (DFAS) through systems analysis, systems modification, data management and enhanced business processes.
  • Prepares System Change Requests and develops documentation required for configuration control board/configuration management information system overview.
  • Oversees the testing of system changes and monitors the implementation of enhancements of new products.
  • Establishes conditions and requirements for tests, assembles project of functional users, establishes project requirements and timetables, and provides technical advice and assistance to team members for the interpretation of system controls.
  • As a senior specialist, the incumbent is responsible for project oversight(to include workload, requirements, timetables, and expertise) of larger scale reviews, systems changes, testing and implementation at least 50% of their duty time.
  • For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

Qualifications

GS-11 QUALIFICATIONS
  • One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9) within the federal service which demonstrates the ability to perform the duties of the position, is required.
GS-11: Specialized Experience Is Defined As:
  • Providing substantial financial systems knowledge to leadership in order to assist with the financial mission; interpreting, developing, implementing and modifying policies for automated financial systems procedures and techniques; knowledge of generally accepted principles related to accounting, finance, and internal controls.
Time-in-Grade:
  • Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11 applicants must have served 52 weeks as a GS-9 or higher in the Federal service.
GS-12 QUALIFICATIONS
  • One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-12: Specialized Experience Is Defined As:
  • Demonstrating knowledge of automated systems design and processing principles, techniques, policies and regulations related to finance and accounting operations; identifying, documenting and recommending financial system requirements; researching issues related to the integration of financial systems. Demonstrated knowledge of automated systems design and processing principles, techniques, policies and regulations related to finance and accounting operations; identifying and documenting financial system requirements; testing financial systems to ensure all functional requirements are met.
GS-12 Time-in-Grade:
  • Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.
Volunteer Experience:
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


Education

GS-11 Substitution of Education for Experience:
  • Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
GS-12 Substitution of Education for Experience:
  • Education is not substitutable for specialized experience at the GS-12 grade level.

  • This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.   • The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date.
